Research On The Path Of Party Building Leading Urban Community Governanc

Under the background of governance modernization,problems such as fragmentation,administrativeization,and mismatch between supply and demand encountered in urban community governance need to be solved by Party organizations playing a leading core role.Give play to the leading role of party organizations,give play to the role of party organizations in integrating fragmented resources,leading multiple subjects to coordinate and co-govern,and providing high-quality public services needed by the people,which is in line with the essential requirements of building the party for the public and ruling for the people pointed out by the 20 th National Congress of the Communist Party of China,that is,the essential requirements for the benefit of the people.To give play to the leadership core role of urban community party organizations,it is necessary to strengthen urban community party building and give play to the leading role of party building.At present,many literature gives rich and diverse countermeasures from the perspective of reality,but few literature provides theoretical explanation and theoretical construction from the perspective of theory.This paper differs from the "problem + countermeasures" paper paradigm in that it tends to explain the problem and analyze the problem from a theoretical perspective,and uses certain cases as an auxiliary argument,and then further constructs the theory.Therefore,in the context of governance modernization,this paper discovers the position of urban community governance led by party building in the context of governance modernization and the difficulties faced by administrativeization,alienation between party and masses,and mismatch between supply and demand through literature combing and field research.Under the guidance of such problems,this paper provides theoretical explanations from the perspectives of governance modernization,the relationship between political parties and society,and governance theory,and tastes theoretical construction.Under such research ideas,this paper explores three theoretical paths for party building to lead urban community governance,namely organizational path,relationship path and service path,that is,the second,third and fourth chapters of this paper.First of all,if urban communities want to break through the dilemma of administrativeization and sinking,play their role as the core of leadership,and consolidate the political foundation,they must establish and improve an independent,effective and solid organizational structure and system.Secondly,on the basis of organizational guarantees,it is necessary to further maintain close ties with the masses and lay a good foundation for the masses,and this chapter gives corresponding countermeasures from the role and function of community party organizations in three aspects: community political participation,community dispute mediation,and community fairness maintenance.Finally,while having an organizational guarantee and laying a good mass foundation,we must know that the Communist Party of China is a ruling party serving the people,and its fundamental foothold is to serve the people and meet the people’s growing needs for a better life,but the situation in urban communities is complex,and relying on the unilateral participation of party organizations and neighborhood committees can not do the task of serving residents,so the fourth chapter mainly analyzes how urban community party organizations lead social forces,market forces and other forces to participate in community governance and serve the people.Jointly provide the services needed by the people and achieve the matching of supply and demand.The research on the path of party building leading urban community governance is an effective exploration of party building leading the in-depth development of community governance,and an in-depth study of improving the level of urban community governance and realizing the sustainable development of community governance under the background of modernization of national governance system and governance capacity.Party building to lead urban community governance has become a new breakthrough in solving the dilemma of grassroots governance in academia and practice,and it is also necessary to continue to play the leading role of party building in the community,use a sound mechanism system,integrate community resources,and actively mobilize all parties to comprehensively promote the development of urban communities and promote the realization of grassroots governance modernization.
