Research On System Completion Of A Close And Clean Government-Business Relationship Under The Background Of The Construction Of Hainan Free Trade Port

With the gradual construction of Hainan Free Trade Port,which will be sealed soon,four-beam-and-eight-column frame including a series of infrastructure and institutional innovation has come into being.The relationship between government and business and its system completion,as a part of Hainan political ecological development,will be the fundamental guarantee of the construction of Hainan Free Trade Port in the future,also the crucial indicator of measuring success of the construction.Under the background of the construction of Hainan Free Trade Port,it is necessary to improve the relevant system for building a close and clean government-business relationship.The government-business relationship involves three respects,namely political power and market economy,government and enterprises,and civil servants and entrepreneurs.This paper is based on Political Ecological Theory and Rational Choice Institutionlism.Completing the system of a close and clear government-business relationship is an important symbol of the modernization of social governance,an essential element of business environment of Hainan Free Trade Port,an institutional assurance in the process of forming satisfactory political ecology,also a fundamental practice to restrain civil servant and entrepreneur from negative behavior.The paper also teases the system development of a close and clean government-business relationship,from the respects of rule of law,politics,strategy and execution.Furthermore,it points out the defects of system construction combined with the questionnaire of a close and clean government-business relationship of Hainan province:the reform of "government function"of Hainan is yet to be deepened,the anti-corruption system building is yet to be strengthened,the incentive mechanism of the roles of cadres is unimproved,the mechanism of communication between government and business is imperfect,the work mechanism of the United Front in the field of the non-public economy is unimproved and so on.Based on these,some improvement measures should be put forward:deepen the reform of "government functions",strengthen the anti-corruption system building,complete the incentive mechanism of the roles of cadres,improve the mechanism of the United Front in the field of the non-public economy and establish an effective mechanism of communication between government and business,etc.
