| Preventing and combating juvenile delinquency has always been the pain point and difficulty of social governance,and it is a social problem that all countries in the world attach great importance to.The growth and development of minors is not only related to family happiness,but also affects social stability and national prosperity.Compared to the rigidity and seriousness of adult justice,juvenile justice is more "flexible",focusing on the re-socialization of minors rather than the punishment of their criminal acts.China added special procedures for criminal cases of minors in the Criminal Procedure Law revised and promulgated in 2012.For minors involved in crimes that meet certain conditions,the people ’s procuratorate can make a decision not to prosecute them.The premise is to complete various corrective and educational activities stipulated by the inspection authorities within the specified period.However,in the specific practice process,grassroots procuratorates cannot guarantee the quality and efficiency of correction and education activities due to insufficient strength and limited professionalism.In order to solve this problem,local procuratorates have begun to try to cooperate with social work institutions through government purchase of services.With the help of the professional advantages of social work in personalized and diversified services such as psychological counseling,behavioral correction and relationship adjustment,they have carried out probation and education services for minors involved in crimes to help them improve their rehabilitation and return to society.This study relies on the Youth Care Project carried out by X institution in W city,and takes minor A involved in the crime of conditional non-prosecution decision made by the procuratorate as the research object.Through social investigation and case interviews,this paper explores the reasons for his involvement in the case,and analyses current difficulties and needs at the individual and family levels.On this basis,the case work method in social work is selected,and the individualized help and education program is formulated based on cognitive behavior theory and social support theory,including helping them understand and correct wrong cognition and strengthening legal consciousness;improving family internal communication and promote parent-child relationship integration;participating in public volunteer service,establishing a sense of social responsibility;understanding self-worth,enhancing self-identity,and providing help and education services from multiple perspectives.Through the evaluation after the case,it is found that compared with the serious identity of the judicial staff,the third-party identity of the social worker can shorten the psychological distance between the service object and establish a more solid relationship between help and education.Professional principles of respect,confidentiality,non-criticism and individualized treatment can improve the effect of nursing care and education,and make up for the shortcomings of the previous procuratorial organs in the work of nursing care and education.However,under the government purchase service mode,the work of nursing,assistance and education carried out by social work institutions is faced with problems such as the imperfect cooperation mechanism between the two sides,the lack of multi-subject participation and the lack of continuous services.The future development of nursing and education work needs to continuously improve the social recognition of social work professions,strengthen the construction of judicial social work talent teams and improve the support system and service system of nursing and education. |
