| National governance in the new era cannot be separated from grass-roots governance,and the logic of effective governance is inseparable from the leadership of the Party.In the process of social governance at the grassroots level,giving play to the core leading role of Party building is not only a practical need,but also an inevitable requirement to promote the modernization of national governance.At present,grassroots social governance in the new era still has many shortcomings and deficiencies.Therefore,it is of great significance to the theory and practice of national governance to explore a new path of grassroots socialist governance under the guidance of Party building work.This paper takes the innovation of grassroots social governance in China in the new era as the theme,guided by the socialist social governance theory,and adopts research methods such as literature research,field interviews,case studies and comparative analysis to explore the effective path for the Party building to lead the innovation of grassroots social governance under the new situation.Based on the example of L County,the author analyzed the current situation of the Party building leading grassroots social governance,and summarized the experience and achievements of grassroots government in relying on the Party building to lead the innovation of social governance.The research found that the grassroots Party building has been continuously optimized and improved in the governance structure,governance level,talent construction,demonstration and leadership at the same time.There are also many weaknesses,such as insufficient Party organization construction,insufficient Party organization mobilization,low participation of main bodies,scattered governance resources,low level of integration,and inadequate services at the grassroots level.Through research and analysis,the main reasons for the difficulties of Party building leading grassroots social governance lie in five aspects: imperfect assessment and evaluation mechanism,insufficient fund guarantee,inadequate ideological understanding,unsmooth integration of social governance,and imperfect guidance and coordination mechanism.By comparing and learning from the experience of advanced areas in which the Party building leads the grassroots social governance innovation,such as Xiamen’s "Near neighbor" Party building mode,Beijing’s Pinggu District’s "Respond to whistles" mode,Gansu Province’s "Internet + Party building" mode,and the "Wan Village Sensible Man" governance mode in Leiyang City,Hunan Province.The author thinks that the Party building in the new era of socialism should lead the social governance at the grassroots level by strengthening the team of the Party building at the grassroots level and strengthening the self-construction of the organization;expanding the autonomous space of grassroots and extending the tentacles of grassroots;integrating resources of all parties,building a pluralistic governance system,and building an effective connection mode;firmly oriented to the people,enhancing the people’s sense of security,gain and happiness and other major measures,we will take major measures to give full play to the Party’s role as the core of overall leadership,make up for the weaknesses of local governments in promoting integration of community-level governance and improve the pattern of community-level social governance guided by Party building.Thus,we will explore and open up a new path of grassroots social governance in the new era of socialism with a social governance system featuring Party committee leadership,democratic consultation,social coordination,public participation and legal protection. |
