Research On The Problems And Countermeasures Of Digital Transformation Of Provincial Governments Under The Background Of High Quality Development

With the rapid development of the new generation of information technology and the increasing value of governance,the digital transformation of government has become an important part of the modernization of national governance capacity and governance system.At the central level,the " Guiding Opinions on Strengthening the Construction of Digital Government " emphasizes that we should take the satisfaction of people ’s yearning for a better life as the starting point and foothold of the construction of digital government,and create a ubiquitous,intelligent,convenient,fair and inclusive digital service system,so that people can run less errands and more data.The digital construction of government at the local level is also in full swing,and the achievements of digital transformation are constantly emerging.However,from the perspective of the overall construction process,there are still many difficulties in China ’s government digital transformation.The overcoming of the government ’s digital transformation dilemma is directly related to the improvement of China ’s government governance efficiency.Based on this basic understanding,this paper takes the digital transformation of31 provincial governments as the research object.On the basis of combing relevant concepts,guided by digital governance theory,dynamic capability theory and collaborative governance theory,this paper constructs a theoretical analysis framework of government digital transformation under the background of high-quality development,and combs the whole process of government digital transformation dilemma input to high-quality digital government output from the perspective of process.By constructing the performance measurement index system of provincial government digital transformation,this paper measures the current situation of government digital transformation of 31 provincial governments from five dimensions : infrastructure construction,safety and security,government service supply,digital application and data opening,and analyzes the difficulties and causes of government digital transformation in China with the help of relevant data.Finally,this paper combines the theoretical analysis framework of government digital transformation under the background of high-quality development with the reality of China ’s government digital transformation,from balancing the government ’s digital transformation infrastructure,consolidating the government ’s digital transformation security barrier,realizing the demand-centered service supply,highlighting the innovation characteristics of information system and digital application,and building the whole country.
