Research On The Current Situation And Countermeasures Of The Party And Government Office Work In D District Of Y City Under The Background Of Burden Reduction

At the grassroots level,formalism and bureaucracy prevail and the burden on the grassroots is too heavy.The heavy burden of grassroots seriously hinders the effective development of grassroots work and the improvement of grassroots governance level,and discourages the enthusiasm of grassroots cadres and officials to start their own businesses.The General Office of the CPC Central Committee has issued a circular on reducing Burdens at the grassroots Level to address prominent problems of Formalism,Reflects the importance of reducing the burden,highlights the central Committee of the grassroots work need to reduce the burden of attention,full of the state’s concern for grassroots civil servants.Through the efforts of government organs and administrative departments at all levels,the implementation of the grassroots burden reduction plan has a certain effect and solved some of the grassroots pressure.However,the problem of formalism has existed for a long time,and in some local governments it is even more difficult to return,which leads to complex and diverse work of reducing burdens at the grassroots level.Formalism,in particular,is good at hiding in policy loopholes,and will spawn new forms,can not be completely eradicated in the short term.In order to solve this problem,we need to grasp the ideological and institutional root causes of the parasitic problem of reducing burdens at the grass-roots level,and carry out the remedy to the problem,so that the grass-roots government can truly and effectively reduce the burden and improve its own social governance ability.Through literature research method,questionnaire survey method,case evidence method,field interview method,combined with specific data,in-depth evidence collection,The thesis analyzes some problems still existing in the form,content and intensity of work of Party and government offices in D District,Y City under the background of reducing the burden.The main factors leading to the problem are the policy formulation out of practice,function and power mismatch,inspection and assessment work is not standardized,lack of effective supervision system inside and outside the Party,etc.In response to the above factors,the following countermeasures are proposed: ensuring that policies are scientific and implementable,ensuring that Party and government organs can unify their powers and responsibilities,improving the internal supervision and assessment mechanism of the government,and giving full play to the role of supervision inside and outside the Party.In this way,the implementation of county-level Party and government organs to reduce the burden of work,so that the majority of grassroots cadres in a relaxed state to complete the task,meet the needs of the masses,more powerful to serve the masses.
