Research On The Implementation And Optimization Path Of Rural Human Settlements Improvement Policy In Fengxian County

Great beauty of China precedes the beauty of rural areas.Implementing the rural residential environment improvement policy is a crucial link to realize the beautiful China strategy and the rural revitalization strategy,and the implementation effect of the rural residential environment improvement policy is related to the improvement of government credibility,rural ecological environment and farmers’ quality of life.the state has issued a series of policy guidance practices,Fengxian has also formulated a series of policies accordingly to provide basis and guidance for policy implementation.This thesis is at the end of the three-year action of rural human settlements and the beginning of the five-year action of rural human settlements improvement.By studying the implementation effect of the current rural human settlements improvement policy in Fengxian County,we can explore how the current policy executors implement the policy,and find out the existing problems in the policy implementation and the measures to better promote the policy implementation.Based on consulting a large number of documents and policy documents,this thesis Using the methods of Literature research,expert scoring,questionnaire survey,fuzzy comprehensive evaluation,descriptive statistics,normative analysis,field investigation and other research methods,taking the implementation effect of rural human settlements policy in Fengxian as the research object,referring to the evaluation index system of domestic and foreign scholars,and according to the actual implementation of rural human settlements policy in Fengxian,it evaluates the policy implementation from six dimensions: implementation rigidity,implementation height,implementation intensity,implementation speed,implementation angle and implementation validity.Combined with the questionnaire,the fuzzy comprehensive evaluation method is used to evaluate the implementation of rural human settlements policy in Fengxian county.Through research,the problems in policy implementation are found,and the reasons for the problems are analyzed from Smith’s policy implementation process model,and then the corresponding optimization path is put forward.Through the research,it is found that the evaluation results of the implementation effect of rural residential environment remediation policies in Fengxian County are between "average" and "good",and the evaluation scores of six criteria levels are execution stiffness > execution validity > execution speed > execution degree >execution height > execution angle.The problems existing in the study of policy implementation effect are as follows: Without a deep understanding,the execution rigidity of overcoming difficulties is not strong;Lack of resources,the implementation of organizational promotion is not deep;The standard is not high,and the implementation of the target program is not high enough;The time limit is not guaranteed,and the implementation speed of updating and adjustment is not fast;The measures are not real,and the implementation angle of multi-party governance is incomplete;The effect is not enough,and the implementation validity of policy realization is not high.Using Smith’s policy implementation process model to analyze the causes of the problems,mainly include the gap between the policy content and the actual work,the implementation block of the relevant executive departments and executives,the insufficiency of the masses’ ideological consciousness and participation enthusiasm,and The protection of various external environmental factors is relatively lacking.Therefore,it is necessary to strengthen the overall planning of policy planning,strengthen the organization and management of policy implementation,enhance the participation and recognition of policy objects,and create a good and feasible policy environment.
