| In order to strengthen the construction of rural teachers and promote the balanced development of urban and rural compulsory education,China has implemented the rural teacher support policy with the "Rural Teacher Support Plan(2015-2020)" as the core,providing strong support for the construction of rural teachers.This paper selects Guangxi L city three counties(area)eight rural primary and secondary school teachers as the research object,from the research results and through Dunn policy analysis analysis L city the current rural teachers support policy implementation effect,embodied is: rural teachers on treatment conditions,but its work enthusiasm did not produce positive change.sufficiency The evaluation showed that L City showed initial results in "go down","stay" and "teach well",but the overall implementation effect was poor;the response evaluation showed that the needs and preferences of rural teachers were not well satisfied after the implementation of the policy,and the overall implementation effect of the rural teacher support policy was not satisfactory.Based on the theory of Smith model,the reasons for the poor effect of policy implementation and weak implementation are analyzed: firstly,in the policy itself,the policy objectives lack precise positioning,the policy text is not scientific and fit;secondly,the efficiency of the government is low;firstly,the rural teachers lack of social status in the target group;thirdly,in the implementation environment,the urban and rural economic development is unbalanced,the lack of social atmosphere and the systematic supervision and evaluation system is not perfect.The path of effect improvement includes: first,strengthen the policy documents The scientific and systematic system can accelerate the reform and innovation of the personnel system of rural teachers;second,ensure the financial input and distribution on time,and improve the working methods of the executive agency;third,improve the professional attraction of rural teachers and increase the identity of rural teachers;fourth,continue to create a good atmosphere of respecting teachers and supporting rural education,and improve the supervision mechanism of policy implementation. |
