Research On Enforcement Of Rural Human Environmental Remediation Policy In D County In Guangxi Border Area

The report of the 20 th National Congress of the Communist Party of China pointed out that comprehensively promoting rural revitalization proves the mission of the party on the new era journey.Improving the quality of rural living environment keeps a vital part of comprehensively promoting rural revitalization.The rural living environmental improvement policy is a kind of policy,benefiting the people to improve the rural living environment that our country implements in line with the development of the times,promotes the modernization of agriculture and rural areas,and satisfies the peasants’ yearning for a better life.The quality of the rural living environment is linked to the fundamental well-being of the farmers,to the health of the farmers,and more significantly,to the construction of an ecologically livable and pleasant countryside,and it should be highly valued by all regions and departments.D-counties in the Guangxi border areas are relatively fragile,and the economic development is relatively lag,the cultural quality of rural population is low,and the national cultural characteristics are difficult to carry out rural people’s environmental remediation than other central,eastern region.There are still numerous obstacles in the implementation of the remediation policy in this area.Via questionnaire survey and in-depth interviews,the thesis studies the basic situation of the implementation of the rural human settlement environment improvement policy in D county in the border area of Guangxi.There are issues such as the ineffectiveness of policy implementation,the slow progress of environmental improvement projects,and the difficulty of policy implementation.There are shortcomings and deficiencies in the advancement of the rural toilet revolution,the treatment of rural domestic waste,the treatment of rural domestic sewage,and the construction of village appearance as well.The effectiveness and the effect of village renovation are not obvious enough.This is a result of various factors.To this end,this paper uses the policy to implement comprehensive model,from the characteristics of policy issues,the factors of policy itself,and the three dimensions other than policies,the cause of the problem of the implementation of rural people ’s environmental remediation policies in D County is analyzed.The reasons are as follows:first,from the characteristics of the policy problem,the policy problem itself is complex,the target groups are large and diverse,and the appropriate amount of behavior adjustment is large;Second,from the factors of the policy itself,some policies are vague,abstract,not high operability,the implementation of the policy investment and manpower is insufficient;Third,from the perspective of non-policy factors,some target groups do not obey the policy,some policy implementation personnel have low working quality,the communication between the policy implementation agencies is insufficient,the policy implementation supervision is insufficient,and the policy implementation environment is not good.To this end,the author puts forward some countermeasures and suggestions to renovate the villages by classification,strengthen the publicity and guidance of the policies,improve the corresponding supporting policies,increase the human and financial input,formulate incentive measures,improve the working ability of the policy implementators,strengthen the communication among the implementation agencies,improve the policy supervision mechanism and optimize the environment for policy implementation.This study may provide a new theoretical research perspective for the implementation of the policy of rural human settlement environment remediation and provide some countermeasures and suggestions for solving the problem of rural human settlement environment remediation in this area.
