Research On The Innovation Of Rural Primary-level Governance By Grass-roots Party Construction

Grassroots social governance is a major issue concerning the social foundation of the Party’s ruling and the stable foundation of state power.Since the 18 th CPC National Congress,the Party and the state have issued a series of important documents on strengthening and innovating grassroots governance and Party construction-leading grassroots governance,which have shaped the basic orientation and policy trend of Party construction-leading grassroots governance.Party construction-leading grassroots social governance practices have developed vigorously,providing important practical basis and rich local resources for the academic community to explore the Chinese paradigm of grassroots governance.However,the existing research results on the innovation of rural grassroots governance under the guidance of Party building mainly focus on the governance theory and the perspective of "state-society" relationship,emphasizing the investigation of the medium and micro mechanism of transforming the advantages of the guidance system of Party building into governance effectiveness.However,from the perspective of institutional development,as a practical form of rural governance institutional change,the Party construction-led governance innovation is also worth paying attention to in its own genetic significance.What is the background and basis of the generation of rural grassroots governance innovation led by the Party building,and how to realize the institutionalized development in the rural governance structure,so as to facilitate the modernization of rural governance?This paper takes the innovation of rural grass-roots governance under the guidance of Party construction as the research object,uses the comparative case study method to take the innovative practice of rural grass-roots governance led by Party construction in H county of A city and S County of S Province as the specific research case,and investigates and analyzes the practical cases from the perspective of new institutionalism and historical institutionalism of organizational analysis.It is found that the innovation of rural grass-roots governance under the guidance of Party building is the product of the interaction between institutional structure and central actors(party and government organizations,village organizations and embedded individuals,etc.)in the field of rural grass-roots governance organizations.Through the analysis of the institutional basis of the rural grassroots governance innovation led by the Party construction,it is found that the regulatory institutional elements,normative institutional elements and cultural-cognitive institutional elements jointly act on the construction process of the Party construction-led rural grassroots governance system.Through the analysis of the structuralization and specific governance process of the Party construction-led rural grassroots governance field,it is shown that grassroots governance organizations often adopt a variety of strategies such as ideological mobilization,restructuring of organizational structure and training of rural grassroots governance personnel in promoting the implementation and role of the Party construction-led system innovation.These practical strategies fit in with the regulatory,normative and cultural-cognitive elements of the system.However,although the institutional practices of H County and S County show similar characteristics in terms of institutional environment,institutional basis and structural strategies,it cannot be ignored that there are still obvious differences in the specific institutional arrangements of the governance models of the two counties.Through the analysis of the influencing factors of these differences,it is found that the subjective initiative of grassroots governance organizations and local social conditions affect the behavioral strategies of the study cases in specific governance actions,and then affect the differences in the details of the institutional forms and organizational arrangements of rural grassroots governance.The research holds that the innovation of rural grass-roots governance system under the guidance of Party building plays an important role in the effective governance and coordinated development of villages under the background of rural revitalization,and also promotes the modernization transformation of rural governance and rural order to a certain extent.With the growth and development of institutionalized organization network under the guidance of Party construction in the rural grass-roots governance system,more and more rational relations represented by action norms formulated by bureaucratic organizations enter the rural social network,and the rule basis for village governance gradually breaks through the traditional moral or ethical relations,and the formal norms of governance system advocated by modernity continue to expand.It should be noted that most of the rural governance mechanism innovations carried out in the central and western regions are largely dependent on the active promotion of the Party and the state and the initiative of the local government in institutional production.The phenomenon of the absence of the initiative of rural society and villagers in governance activities in the process of institutional innovation still needs to be further solved in the future.In addition,the institutional positioning of "Party building leading pluralistic and co-governance" by the state and grassroots governance organizations always contains the functional expectation of breeding publicity and sociality.The responsible governance actions of grassroots Party organizations guided by the Party building system innovation and its activeness to the grassroots masses open an important channel for the cultivation of proactive governance responsibility and social participation-this is exactly the practical significance of all rural grassroots governance innovation.
