| The government duty agency is an indispensable department to ensure the normal and efficient operation of the government for 24 hours and the smooth flow of government decrees.As socialism with Chinese characteristics enters a new era,China ’s economy continues to grow,and China has stepped onto a new level.However,behind the rapid development of the country,it is also accompanied by various types of public emergencies and some unstable situations,which bring losses to the interests of the country and the people.How to timely,accurately and efficiently report important emergencies(including emergencies)information,provide high-quality information services for party committee and government leaders to make high-quality decisions,provide accurate information guarantee for handling various important emergencies(including emergencies),and ensure the safety of people ’s lives and property is the focus and difficulty of government duty agencies.In 2018,the eighth reform of the party and state institutions made the transformation of government functions and the establishment of institutions more scientific and reasonable,and the society was constantly developing and progressing.For the government duty work,the Party Central Committee and the State Council put forward higher requirements.At present,the K municipal government duty agency(K municipal government duty room)has explored and improved the duty work methods in accordance with the new responsibilities and new requirements of duty work.However,due to the interference of working system,working norms,duty personnel,external factors and the lack of unified command of duty information report,there are still some problems in the management of duty information in the general duty room of K city government,such as the lag of duty information report speed,the low enthusiasm of duty staff,the low quality of duty information collected,the easy interference of external factors in information research and judgment,and the inconsistency of information report of industry departments.These problems mainly appear in the operation process of duty information management,which are the main problems existing in the duty process of the general duty room of K city government.Based on the actual work of the author,this paper combines the conversation content with the duty staff,the conversation content of the duty work recorded in the daily work,the situation of the duty work at the grass-roots level,the video conference content of the duty work,and the real cases of the problems in the duty information management of the general duty room of K city government in recent years.Based on the theoretical knowledge of new public management,information resource management and information asymmetry,through literature analysis,case analysis,field investigation and other research methods,this paper sorts out the problems existing in the information management of the general duty room of K city government,and analyzes the causes from the aspects of personnel,system and norms.At the same time,drawing on the work experience and practices of Tianjin Binhai New Area,Shanghai Yangpu District,the United States and Japanese governments,this paper puts forward optimization countermeasures from the aspects of improving system design,improving work norms,and strengthening personnel training,which can provide guidance and help for solving the problems existing in the information management and operation of the K municipal government ’s general duty room,in order to provide reference for other similar government duty agencies in strengthening the duty work ability and improving the duty information management. |
