Research On China's Secrecy Work In The Context Of Government Information Disclosure

With Chinese increasing strength in politics,military,science and technology and the rapid development of digitization,information technology and network,the conflict between securing information and stealing information is increasingly sharp and confidentiality is in a grim situation.Thus it is more and more significant to improve confidentiality.After the new Law of the People's Republic of China on Guarding State Secrets was issued,the content and standard of confidentiality are more definite.However in the background of the government information publicity,there is still a contradiction between confidentiality and information publicity.The thesis attempted to find some ways to keep a balance between the two work in the background of government information publicity.Besides,the writer figured out the reasons of the difficulties in confidentiality through analyzing some practical cases and proposed some feasible advice so as to help with confidentiality.The thesis reviewed our country's confidentiality history since the establishment of People's Republic of China and elaborated some new features.Firstly,electronic government makes confidentiality encounter many fresh challenges.Secondly,the channel of divulging secrets is broadening.Thirdly,due to the development of electronic government,the storage of electronic records is having a higher concentration.Fourthly,the staffs who are engaged in confidentiality are required to have higher quality.The thesis analyzed the association between information publicity and confidentiality and indicated the issues in confidentiality: the dereliction of the related staffs' duty,the nonstandard classification,the less skills or knowledge on confidentiality,the weakness in building the related team.To resolve the problems,the writer put forward the corresponding measures with the help of his own experience and the existing achievements in the world.These measures includes constructing the government information public security management system,enhancing the network classification management of confidentiality,perfecting classification procedure,strengthening the construction of related team,actively promoting the self-examination and self-assessment and establishing performance appraisal system.The classic cases in the thesis are fresh and real,however considering the confidentiality,some contents were simplified and adjusted.These cases were helpful to support the viewpoint of the thesis.The study was expected to have a positive effect on the confidentiality development in the future.
