The administrative law enforcement reconciliation system first emerged in Western countries,and through decades of development and practice,it has shown great superiority and strong vitality.The introduction of the administrative law enforcement reconciliation system into China is in line with the idea of innovation and effective prevention and resolution of social conflicts advocated by China recently,and in line with the purpose of protecting the healthy development of small and medium-sized enterprises and maintaining the normal order of the market.China’s administrative law enforcement settlement system is mainly scattered with the specific legal systems of various industries,and only in the securities industry has formulated special settlement methods,and administrative law enforcement settlement practice has been carried out,and good results have been achieved.Applying administrative law enforcement reconciliation to the management of entertainment venues in public security administrative supervision is an innovation and exploration of administrative management models in the new era and new environment.Firstly,by displaying and analyzing the practice of the public security department in the management of entertainment venues in District D of the author’s municipality directly under the Central Government in the past five years,it is found that the problems existing in entertainment venues mainly include serious pornography-related problems,rampant fights and crimes,frequent infringement of consumers’ legitimate rights and interests,serious problems of minors,fire safety issues,drug-related problems,etc.,and analyzes the causes of these problems and existing management countermeasures.The main problems and causes in the management of entertainment venues are mainly as follows:First,the police force of grassroots security management is insufficient,resulting in the difficulty of effective implementation of the supervision mechanism.Second,the laws and regulations on the management of entertainment service venues are not perfect,resulting in operators and managers constantly exploiting loopholes in the law in order to seek benefits.Third,it has failed to effectively control the occurrence of illegal crimes in entertainment venues,and has seriously affected the social security situation in a place.Fourth,the existing supervision mechanism of entertainment venues is backward,resulting in the current development of entertainment venues can no longer meet the current management mechanism.Secondly,by showing the application of administrative law enforcement settlement at home and abroad in administrative supervision,and demonstrating from the three aspects of national policy,theoretical basis and practical significance,administrative law enforcement settlement can be applied to the management of entertainment venues,and can effectively solve the main problems existing in the current management of entertainment venues.Finally,by drawing on the administrative law enforcement settlement system of the securities industry and integrating it into the content of corporate compliance management,establish a corporate compliance system for entertainment venues,set up special compliance plans,set up compliance inspection periods and other systems.On the basis of improving the administrative law enforcement settlement system of the securities industry,the institutional framework of administrative law enforcement settlement applicable to the management of entertainment venues is constructed.
