Study On The Development Of Government Enabling Rural Characteristic Industry

The report to the Party’s 20 th National Congress called for comprehensively promoting rural revitalization.This is a major decision and plan for comprehensively building a modern socialist country.It is the main direction of agricultural and rural modernization in the new era and on the new journey.It is also a major task for comprehensively promoting rural revitalization.The government has endowed rural characteristic industry with beneficial exploration in line with the actual rural development of our country,is beneficial to the current rural revitalization,is conducive to promoting the modernization of the national governance system and governance capacity,and is beneficial to realizing the strategy of rural revitalization.This article takes the "bas-corner" industry of Tian ’e County as the research object.Through field investigation and in-depth interview,it is found that the government of Tian ’e County has achieved the following results in the process of empowering the rural characteristic industries:According to the development mode of "company + cooperative + base +farmer + e-commerce",this characteristic industry has built a colorful industry integrating ecological planting and breeding,agricultural product processing,original pulp wine brewing,rural tourism,waste recycling and e-commerce into rural areas around the core demonstration area of the lotus root industry in mountain corners,forming a characteristic circular industrial chain integrating "ecology + production + life".Develop into a model of the integration of three industries,and work together with the government to build the development template of the corner,to help poverty alleviation and rural revitalization.However,it still faces some problems,such as unclear formulation of guiding policies,weak support,imprecise regulation and intervention of characteristic industries,lack of professional talents for industrial development and incomplete government publicity.The main reasons are the lack of economic management function of the government,insufficient financial investment of the government,low investment in the introduction of industrial talents and inadequate publicity.Then,on the basis of in-depth analysis of the problems and causes,it puts forward some optimization suggestions,such as speeding up the optimization of government functions,broadening the channels of fund raising,establishing and perfecting the incentive mechanism of professional talents.
