Research On The Entire Process Of Empowering People’s Democracy With Digital Technology

The report pointed out that the whole-process people’s democracy is the essential attribute of socialist democracy,which is the most extensive,the most authentic and the most effective democracy.The Overall Layout Plan for the Construction of Digital China stresses that digital technologies should be deeply integrated with the economy,politics,culture,society and ecological civilization.In recent years,the academic community has devoted itself to enabling the whole-process people’s democracy with emerging digital technologies such as big data,artificial intelligence,Internet of Things and blockchain.This is not only a bold innovation in the form of democratic practice,but also a beneficial exploration of the mode of advanced form of democracy.Firstly,the relevant concepts and theoretical basis of the whole process of digital technology enabling people’s democracy are expounded.On the one hand,the concepts of "digital technology","enabling" and "whole-process people’s democracy" are explained one by one.Secondly,it explains the connotation and development status of the whole process of digital technology enabling people’s democracy.On the one hand,based on the existing academic achievements,this paper interprets and grasps the connotation of people’s democracy in the whole process of digital technology empowerment from different aspects of democratic practice.On the other hand,the whole process of digital technology enabling people’s democracy has the characteristics of virtuality,equality and intelligence.Operation mechanism includes integration mechanism,incentive mechanism,control mechanism and technical mechanism;Starting from the links of democratic election,democratic consultation,democratic decision-making,democratic management and democratic supervision,this paper expounds the expression forms of people’s democracy in the whole process of digital technology empowerment.Thirdly,the paper analyzes the difficulties and causes of the whole process of digital technology enabling people’s democracy.On the one hand,the practical dilemmas of people’s democracy in the whole process of digital technology empowerment include: the construction of digital base stations is unbalanced and inadequate,irrational behaviors and group polarization are intensified,the authenticity of democracy needs to be studied,and the difficulty of government control is greatly increased.On the other hand,the reasons for the above predicament are: unbalanced and inadequate economic development,lack of public rationality and public spirit of the main body,imperfect development of digital government affairs system,lack of sound supervision and early warning mechanism guarantee,etc.Finally,explore the whole process of digital technology enabling people’s democracy rescue strategy.In the institutional dimension,we should perfect the laws and regulations for the operation of digital democracy,improve the information disclosure and interactive management system,and build a complete digital platform supervision mechanism.In the technical dimension,we should realize the full coverage of digital network,ensure the real reliability of democracy,and build the practice platform of digital democracy.In the subject dimension,we should cultivate the public spirit of the participants,cultivate the public rationality of the participants,and enhance the moral level of the participants.
