Research On The Standardization Of Forersic Evaluation

Forensic evaluation standards are unified norms that can be reused in the field of forensic appraisal by experts in the forensic appraisal industry through consensus and issued by the National Forensic Appraisal Standardization Committee in order to ensure the objectivity and impartiality of forensic appraisal opinions.Most of the existing research on judicial evaluation standardization limits the scope of research on judicial evaluation standardization to the unified application of relevant standards and technical specifications on which judicial appraisal is based,this paper intends to innovate on the original research scope,expand the research objects of forensic evaluation standardization,break the stereotype that forensic standardization is only the standardized use of forensic evaluation standards,and establish information feedback related to the formulation,promulgation and implementation of forensic standards.A comprehensive development concept integrating the management subjects,legal systems,theoretical research,talent teams,information platforms,and regional and international cooperation required for the construction of the forensic appraisal standard system and the realization of judicial appraisal standardization,in order to provide guarantees for the quality and credibility of forensic appraisal opinions.Therefore,the purpose of judicial appraisal standardization is to ensure the objectivity and scientificity of forensic appraisal opinions,unified management of the Forensic Appraisal Standardization Committee,unified organization of the formulation,promulgation and implementation of forensic appraisal standards,the construction of a forensic appraisal standard system,through the legal system,theoretical research,talent team and other diversified guarantees,the construction of a forensic appraisal standardization platform,and the promotion of regional cooperation and international cooperation in forensic appraisal standardization.This paper elaborates on the standardization of forensic evaluation from four aspects: the first part starts from the concept of standards and standardization,gradually transitions to judicial evaluation standards,and finally obtains the concept of judicial evaluation standardization.The second part is an examination of the practice of extraterritorial judicial appraisal standardization.Through the introduction and analysis of judicial appraisal standardization in the United States,Australia,Germany and Japan,combined with the actual situation in China,the enlightenment of extraterritorial judicial appraisal standardization practice in China is summarized.The third part introduces the problems existing in the standardization of judicial appraisal in China,and briefly analyzes the reasons.The fourth part is the realization path of China’s judicial appraisal standardization.Starting from the sound management system,improve the legal system for the standardization of judicial appraisal,clarify the subject of standardized management,and transform the standardized management model;Build a forensic evaluation standard system by sorting out and integrating existing standards,formulating emerging industry standards,and guiding the application of group standards;Finally,the implementation guarantee of judicial appraisal standardization is implemented from the aspects of increasing theoretical research on forensic standardization theory,strengthening the construction of talent teams,building forensic standardization websites and new media platforms,and promoting regional cooperation and international cooperation in forensic standardization standardization.
