Study On The Problems And Countermeasures Of Rural Residential Environment Renovation In Zhoukou City

The report of the 20th National Congress of the Communist Party of China proposes to improve the level of environmental infrastructure construction and promote the improvement of urban and rural living environments.In recent years,with the development of China’s economy and society,the urban living environment has been greatly improved,but the rural living environment still lags behind the pace of economic and social development.Carrying out rural living environment improvement is an inevitable choice to improve the living environment of rural residents and achieve rural revitalization.In 2021,the“Five Year Action Plan for Improving and Improving Rural Living Environment(2021-2025)”was issued,proposing that by 2025,the rural living environment will be significantly improved and the level of livability and business suitability in rural areas will be significantly improved.With the increasing emphasis of the country on improving rural living environment,in recent years,various regions have been vigorously carrying out rural living environment improvement work,and the rural living environment has been significantly improved.However,there are still some prominent problems in the rectification process,leading to poor rectification results.Therefore,it is imperative to solve the problems in the rectification and further improve the level of rural living environment rectification.In recent years,in order to implement the decisions and deployments of the Central Committee of the Communist Party of China and the State Council,Zhoukou City has conscientiously carried out the rectification of rural living environment,basically reversing the long-standing situation of dirty,disorderly and poor living conditions in rural areas.However,the overall quality of rural living environment is still not high,and there are still some prominent shortcomings in the rectification process,which is also an urgent problem that government departments need to solve.This article takes the improvement of rural living environment in Zhoukou City as the research object.By reviewing relevant literature and on-site investigations at home and abroad,the current situation of rural living environment improvement in Zhoukou City is sorted out.By using public product theory,demand hierarchy theory,collaborative governance theory,etc.the problems in the improvement of rural living environment in Zhoukou City are summarized,mainly manifested in the difficulty in maintaining the effectiveness of the improvement,insufficient coordination and cooperation among departments,unscientific governance models,relatively insufficient capital investment,and insufficient active participation of farmers.Based on the practice of rectification work in Zhoukou City and combined with the investigation situation,the reasons for the problems in rural residential environment rectification are deeply analyzed,mainly including insufficient establishment of long-term management and protection mechanisms,unclear responsibilities of relevant departments,insufficient scientific planning of rectification work,difficulty in raising local funds,and weak environmental awareness among rural residents.At the same time,drawing on the advanced experience of rural living environment improvement work in advanced regions and countries at home and abroad,and finally combining with the actual situation in Zhoukou,some countermeasures and suggestions for optimizing rural living environment improvement were proposed,mainly including establishing a long-term management mechanism,strengthening departmental coordination and cooperation,scientifically and systematically carrying out rectification,strengthening financial support,and enhancing farmers’ participation awareness,in order to be helpful for the rural living environment improvement work in Zhoukou City,At the same time,it provides reference and reference for relevant research and rural living environment improvement in other regions.
