Study On The Problems And Countermeasures Of The Improvement Of Human Settlement Environment In Small Towns ——Take Lingkun Town As An Example

A small town is a transitional zone between the countryside and the city.With the rapid development of urbanization in China,the problem of human settlements in small towns is becoming more and more prominent,facing not only urban human settlements but also rural environmental problems.To this end,all provinces and cities in the country have carried out comprehensive environmental remediation actions to improve the living environment of small towns.In this paper,based on the case of the comprehensive environmental remediation of small towns in Lingkun Street,according to the basic concepts of small towns,human settlements and environmental remediation,based on the theoretical analysis of multi-center governance,collaborative governance and public participation,on the basis of the introduction of the basic situation of Wenzhou Lingkun Street,This paper expounds the main contents of the renovation of human settlement environment in Lingkun street,including the sanitation renovation in front and back of the house,the renovation of "disorderly line pulling" and the renovation of "disorderly road occupation",and makes clear that the renovation of human settlement environment in Lingkun street has achieved many achievements.There are four problems in the renovation of human settlement environment of Lingkun Town in Wenzhou,such as insufficient top-level planning and design,single participant,immature governance system and difficult to maintain the renovation effect.The causes are unscientific assessment standards and unreasonable planning and policy formulation.Diverse subjects have different interests,and the propaganda and guidance work is not in place.Lack of coordination between governing subjects and unstraightened administrative management system;Factor guarantee is insufficient,lack of long-term supervision guarantee mechanism and so on.According to the problems existing in the renovation of human settlements in small towns in Lingkun town,this paper puts forward the following countermeasures: for the top-level design problems,we should make reasonable assessment and evaluation,and achieve multi-compliance in spatial planning;In view of the problem of participants,we should strengthen public participation and manage with multiple subjects;In view of the problem of governance system,we should strengthen collaborative governance and improve the work management system;In view of the rectification effect,We will improve incentive and restraint mechanisms.
