| With the continuous development of my country’s economy and society,the living standards in rural areas have greatly improved,and the expectations of the majority of farmers for the village environment have gradually increased,hoping to have a clean,orderly,neat and beautiful environment like the city.Improving the human settlement environment in rural areas is the need for development and the focus of the country’s rural construction in recent years.Although with the implementation of various governance policies,the rural human settlement environment has been greatly improved compared with before,but encountering various difficulties in the specific implementation process is also an indisputable fact.There are unbalanced promotion and governance in the governance field.The effectiveness needs to be improved.This article takes Qingdao as an example,combs,summarizes,and analyzes the current situation of rural human settlement environment governance in Qingdao,and finds the existing problems and considers solutions.The author collects and reads a large amount of literature,and uses the literature analysis method to study the domestic and foreign research status and related theories,and has a full understanding of the views and research fields of domestic and foreign scholars,and at the same time this article lays a theoretical foundation for the subsequent research.By consulting the information on the government website and interviewing the staff of relevant units,the background of the proposal and implementation of rural residential environment governance was fully analyzed,and the policy background,main contents and measures of implementation of the rural residential environment governance in Qingdao city,The rural human settlement environment management system conducted further research and analysis,and found problems at the institutional level.At the same time,the author selects 7 villages in the 3 representative townships within the jurisdiction of Qingdao City to conduct key research,do example analysis,and find and summarize the specific governance process of 7 villages through field surveys,questionnaire surveys and interviews.Personality problems and common problems has been found.Through the integration of the overall governance of Qingdao and the governance of seven villages,it was found that the rural human settlement environment governance in Qingdao has achieved many results,but there are still plans missing,and there are many uncoordinated governance processes,at the same time there are many governance responsibility units,and the joint efforts of governance have not Formation;farmers’awareness of participation is not strong,village-level organizations have not played enough;unbalanced governance effects,sewage,toilet improvement,and garbage classification work are not in-depth.Analyze the reasons.The author believes that it is the lack of planning leadership concepts and cross-sector cooperation which is caused by the incomplete system,the lack of cooperative governance concepts and the restriction of the level of rural development.The author believes that the above problems can be tried to solve by improving the human settlement environment management plan,improving the local settlement environment governance system,improving the multi-subject participation system,and supplementing the sewage,improving toilets and garbage classification short board.The author hopes that through the study of this issue,the problems in the governance of human settlement environment in the rural areas of Qingdao will be discovered,which will provide some reference for the development of corresponding policies and the adoption of relevant measures to solve the problems in Qingdao City and areas with similar development levels. |
