| The rapid development of railway is an important industry related to China’s infrastructure,overall layout,national economy and people’s livelihood.Railway safety is more related to the national economy,people’s livelihood and social stability,and has risen to the level of national security.Therefore,a good railway security environment is crucial to national security and people’s life.In order to cope with the increasingly severe social security and effectively adapt to the development mode of modern policing in the new era and under the new situation,the Railway Public Security Bureau of the Ministry of Public Security has recently put forward the joint prevention and control work mode,which has become an innovative measure to build modern policing.However,in practical application,it is found that there is still a certain gap between the actual implementation of this working mechanism and it is not perfect.The research of this paper mainly starts from the working mechanism of the joint prevention and control of railway public security,taking the L Railway Public Security Department as the research object,from the construction of the working mechanism system of the joint prevention and control of railway public security,the development of the regional linkage system between the railway department and local public security,the resource allocation of the reception and handling system From the perspective of information resource integration and the combination of "civil defense" and "technical defense",this paper analyzes the current situation and achievements of the joint defense and control linkage mechanism of L Railway Public Security Department.This paper mainly analyzes the problems and causes of the current joint prevention and control working mechanism of L Railway Public Security Department from four aspects,including the relationship between power and responsibility,internal and external participants,integration and complementarity,and resource allocation,and probes into the essence of the existing problems in the joint prevention and control working mechanism of railway public security,so as to provide countermeasures and suggestions for improving the path of the joint prevention and control mechanism of railway public security.This paper theoretically expounds the principles of collaborative governance,system theory and defense space theory,unity principle,the principle of combining regional cooperation with territorial management,and the principle of progressive and dynamic changes at all levels,and based on this theory,puts forward the path optimization suggestions and perfect mechanism design of the railway public security joint prevention and control joint working mechanism.In the path optimization of the specific railway public security joint prevention and control linkage working mechanism,the SFIC model in the collaborative governance theory and the way of enhancing the participation of the society,the government,the masses and other multiple governance entities are proposed to clearly establish the working mode of stable joint prevention and control linkage governance,as well as the joint police and public security linkage,as well as the joint police and public security linkage and the joint police and public security linkage,and to build a perfect railway public security joint prevention and control linkage mechanism;Secondly,through the system theory,focusing on the connection between the complete mechanism and the various parts,analyzing the elements of its working mechanism,it is proposed to establish an integrated coordination center for joint prevention and control of road and local public security,establish a unified command system,coordinate the effectiveness of joint prevention and control,and strengthen the linkage and sharing of information resources of joint prevention and control;Thirdly,taking the defense space theory as the guiding principle,the design of the joint defense and joint control working mechanism of railway public security is designed from four aspects of regionality,monitoring,appearance and environment,further improving the joint defense and joint control working mechanism of railway public security.This study provides a theoretical reference for further promoting the improvement and application of the joint prevention and control mechanism of railway public security. |
