Study On Construction Of Public Security Prevention And Control System In Jinan Railway Station

Railway station,as one of the three basic elements of railway system,plays a supporting role in train operation,command and dispatch,passenger ride safety and so on.This paper takes Jinan Railway Station as the research object to construct the public security prevention and control system from the station level,which is more thorough and detailed,so as to provide the ideas for the prevention and control of both the overall public security and the regional public security of the railway.Jinan Railway Station not only has the unique location function,the area of jurisdiction,the surrounding elements and other characteristics,but also has the existing cable(ordinary passenger and cargo lines)and high-speed rail passenger transport and other multiple functions,which is a typical representative of the special grade railway station.However,it has been plagued by disturbing order,dumping tickets,“railway-local”border cases and the frequent crime of embezzlement in the station area,and the potential threat of terrorist crime to station safety,which makes Jinan Railway Station security prevention and control face severe challenges.The author finds that Jinan Railway Station has poor integration of elements,imperfect operation mechanism and integration with urban security prevention and control system.At the same time,there are some problems in the process of construction of prevention and control system,such as lack of unified and coordinated organization and leadership,lack of specialized railway prevention and control force,backward infrastructure construction,difficult integration of “railway-local” resources and backward information construction of station,which limits the effectiveness of Jinan Railway Station's security prevention and control system.Under the guidance and enlightenment of governance theory,system theory and defensible space theory,and on the basis of mastering the present situation and existing problems of Jinan Railway Station's public security prevention and control system,the author puts forward the idea of constructing the complete structure of Jinan Railway Station's public security prevention and control system.This paper tries to establish a omnidirectional and three-dimensional security prevention and control system based on the railway station with the “police officepolice station” command center as the leader,the station square patrol network,station space monitoring network,in-station dynamic distribution network and “security check — video surveillance — police” linkage network as the main structure,taking “police — enterprise”information sharing mechanism,emergency handling mechanism,“railway-local” joint operation,maintenance guarantee mechanism and assessment mechanism as the main guarantee,relying on the railway station security prevention and control information platform.In thecourse of the construction of the public security prevention and control system of Jinan Railway Station,under the enlightenment of governance theory,this paper proposes to change the concept of prevention and control,widen the ways of multilateral participation,perfect the relevant system arrangement and dig deeply into its potential security efficiency.Secondly,it is necessary to perfect the system arrangement of public security prevention and control system of Jinan Railway Station with systematic thinking,including organization mechanism and legal system construction,etc.Finally,efforts should be made to improve the specialized ability of the main body of prevention and control,to improve the level of information construction of public security prevention and control considering the circumstance of the station,so as to enhance the efficiency of public security prevention and control,to ensure the public security order of stations,and to further enhance the security and satisfaction of passengers,at the same time,it provides some reference for the construction of public security prevention and control system of the special grade railway station in China.
