In recent decades,China has introduced a series of policies to reduce students’ academic burden,but the implementation of most of the policies is unsatisfactory,such as the increase of students’ homework,the decrease of rest time,and the increase of myopia rate.The disorder of high-priced training and the temptation of rising scores in out-of-school training institutions has aggravated the financial burden and psychological anxiety of students’ parents.Educational equity,quality education and educational ecology are facing severe challenges.In response to these problems,in July 2021,the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Further Reducing the Burden of Students’ Homework and Off-campus Training at the Compulsory Education Stage,supporting systematic,strict and powerful measures,emphasizing both on-campus and off-campus burden reduction,focusing on improving the level of school education,systematically rectifying and standardizing off-campus training behavior,and effectively reducing students’ learning burden.How about the implementation of the "double reduction" policy in primary schools? What are the problems? What are the causes of the problems?And how to solve these problems?This paper takes the implementation of the "double reduction" policy in primary schools in Qingbaijiang District of Chengdu as an example,through literature research,questionnaire survey,personal interviews and other methods,to find out the problems that schools pursue the maximization of their own interests,out-of-school training institutions are reluctant to give up vested interests,teachers are in a difficult situation,parents are not active enough to cooperate,and students’ internal demands are ignored.Based on the theory of Smith’s policy implementation process model,focusing on the four variables of the policy itself,the implementation subject,the target group and the environmental factors,this paper analyzes the four reasons of the imperfect supporting policy,the capacity defects of the implementation subject,the cognitive bias of the target group and the limitations of the implementation environment.Based on the current policy and the existing experience at home and abroad,this paper puts forward four countermeasures and suggestions to solve the implementation problems of the "double reduction" policy in primary schools in Qingbaijiang District: optimizing and perfecting the "double reduction" supporting landing policies such as classroom reform,homework design and education evaluation;Improving the ability of the executive body and improving the management and education methods;Guiding target groups to cooperate actively and adjusting the policy cognitive bias of teachers,parents,students and leaders of off-campus training institutions;We should improve the environment for policy implementation,change the utilitarian concept of education,balance high-quality teaching resources,strengthen supervision and punishment,and rally support from all sides.The purpose of this study is to provide more scientific and abundant data support and theoretical reference for Qingbaijiang District and similar districts and counties to solve the problem of "double reduction",implement scientific management and formulate educational policies.
