| For a long time,reducing the academic burden of students in the compulsory education stage has been a continuous concern of the party and the state,and it is also an inevitable requirement for the state to promote the high-quality development of education.Since1949,in order to effectively reduce the academic burden of students in the compulsory education stage,the state has successively issued policy documents on reducing the burden of students in the compulsory education stage,but none of them has achieved the purpose of completely reducing the burden of students in the compulsory education stage.Based on this,this paper takes the implementation status of the "double reduction" policy of compulsory education in Zhongshan District,Liupanshui City as the research object,uses the Smith policy implementation process model theory,mainly through qualitative and quantitative research methods,to find out the shortcomings in the implementation of the "double reduction" policy of compulsory education in Zhongshan District,Liupanshui City,and analyzes the reasons from four dimensions: the policy itself,the policy implementation level,the implementation effect of the target group on the policy,and the environment in which the policy is implemented,and finally proposes the corresponding optimization path.The methods used in this paper include: literature research method,interview survey method,data statistics method,and data analysis method.Through investigation and research,collation and analysis,it is found that the shortcomings in the implementation of the "double reduction" policy for compulsory education in Zhongshan District,Liupanshui City,include: difficulties in carrying out after-school services in township schools,insufficient after-school service guarantees,general insufficient sleep time for students,insufficient design of students’ homework management,risks in the supervision of off-campus training institutions,and the recognition of policy implementation needs to be improved.According to the shortcomings of the implementation of the "double reduction" policy of compulsory education in Zhongshan District,Liupanshui City,the four dimensions of the policy itself,the policy implementation level,the implementation effect of the target group on the policy,and the environment in which the policy is implemented are analyzed.The proposed optimization paths include: continuous improvement of the rationality of the "double reduction" policy;Promote the support and cooperation of the executive body;changing the mindset of target groups;Strengthen and improve the environment for the implementation of the "double reduction" policy. |
