Since the modern nation-state stepped on the stage of history, the later developing countries have followed the example of the nation-state and formed different founding modes and theories, which are different from the first endogenous countries. In the process of formation,post-developing countries are always faced with various challenges, such as weak national capacity, ideological crisis, social breakdown and the threat of war.The road to founding is often more difficult, and the founding modes have their own characteristics. The exploration of the history of state formation and transformation is helpful to further reveal the current challenges of the state and the logic of its future evolution. Therefore, this paper attempts to deeply discuss the history of China’s founding and its experience, and tries to build a state theory with Chinese characteristics on this basis. The state is regarded as a kind of institutional configuration operated by political actors. The different institutional forms determine the differences of state forms, and institutional changes promote the development of national politics.Based on this, this study adopts the analytical perspective of new institutionalism and combines the theory of institutional change to construct a "subject-idea-action" analytical framework. On this theoretical basis,it explains how the combination of ideology and war affects the power struggle of political parties by comparing the differentiation logic of concept and action dimensions of different political parties in the process of founding the country. This paper takes the historical process from the new democratic revolution to the founding of new China as the object of study. The national crisis and the spread of new ideas in modern China promote the emergence of political party organizations and become the main force of national construction. Each political party provided an ideological plan to get out of the predicament respectively. In order to achieve the political goal, the political parties with different ideas fought hard with the help of organizational strength, and captured the right to make rules by means of war,so as to put their founding ideals into practice. In this process, some political parties continue to develop and grow through the revision and innovation of ideas, while some political parties gradually lose their influence and combat effectiveness due to the rigidity or deterioration of ideas. Finally, the Communist Party of China won the war by virtue of its powerful ideology and organization and successfully established New China.Based on the historical experience, the paper further refined the existing research and developed the model of national founding. The concrete performance is as follows: in order to complete the goal of establishing a modern country, the political party takes its ideology as the ideological support and decides the doctrine and program of the political party, including the state form to be established and the specific action strategy to achieve the goal. Therefore,at the level of action, the party builds a new country on the basis of completely destroying the original country by organizing and mobilizing the masses and leading the war while constantly strengthening its own construction. This model of founding a country is called the Model of Founding a Country by the Party.
