The 20 National congresses of the CPC drew up a blueprint for China’s modernization through rural revitalization,followed the "Five major revitalization" approach,focused on strengthening rural personnel training,implemented new development concepts,built a modernized rural economic system,and gave priority to the development of agriculture and rural areas,thus sounding the trumpet of The Times for advancing agricultural modernization.The No.1 document of the Central Committee in 2023 once again shows the CPC Central Committee’s clear attitude towards rural revitalization.It proposes to speed up the construction of an agricultural power,strengthen the leadership of grassroots party building and improve the effectiveness of rural governance,and construct a three-level linkage governance system of "county,township and village".Looking at rural revitalization from the perspective of diversification,solving the problems of agriculture,rural areas and farmers is the top priority of the whole Party’s work.Rural governance is not only important,but also not easy.Therefore,whether the main body of self-government villagers can actively participate in village governance is related to the effect of self-government.This paper takes new farmers as the research object,reviews the relevant literature of villagers’ participation in rural governance at home and abroad,and defines the definition of new villagers,the connotation of rural governance and the concept of participation intention.Guided by elite theory,rural governance theory and planned behavior theory,Longtan Village in Pingnan County was taken as the research area to study the willingness of new villagers to participate in rural governance.Data on the willingness of new villagers to participate in rural governance were collected through questionnaires,and the status quo of whether new villagers are willing to participate in rural governance was analyzed by combining case analysis with empirical analysis.Different dimensions such as the characteristic factors of new villagers,the cognition factors of new villagers’ participation,the social relationship factors of new villagers,and the environmental factors of new villagers’ participation in rural governance were studied.SPSS25.0 software was used to analyze the willingness of new villagers to participate in rural governance step by step,and the reliability and validity tests were used to verify the stability of the survey data.Therefore,the logistic binary regression model is constructed to analyze the significance of each influencing factor and find out which factors mainly affect the willingness of new villagers to participate in rural governance.Combined with the conclusion of empirical analysis,this paper finds out the reasons that affect the willingness of new villagers in Longtan Village,Pingnan County to participate in rural governance.According to the empirical results,the factors affecting the participation of new villagers in rural governance include: family income of new villagers,awareness of relevant policies,awareness of rights and obligations to participate in rural governance,awareness of the importance of participation in rural governance,interaction times between new and old villagers,changes in living and working environment,and policy propaganda intensity.This paper puts forward five countermeasures,one is to learn from the case experience of new villagers participating in rural governance.Second,build Bridges to empower rural governance.Third,strengthen publicity and mobilization,expand the tension of rural governance.Fourth,building foundations with holes to stimulate the vitality of rural governance.Fifth,strengthen organizational embedment and construct new villagers’ participation in rural governance through multiple channels.In short,Longtan Village in Pingnan County is an epitome of the national model village of rural governance.To a certain extent,it can effectively reflect the basic situation of rural governance in China,play the role of "leading goose" in rural governance,provide guidelines and references for future rural governance,and lay a solid foundation for comprehensively promoting rural revitalization.
