Study On The Participation Of New Rural Sages In Rural Governance From The Perspective Of Rural Revitalization

The rural revitalization strategy was proposed at the 19 th CPC National Congress and written into the Party Constitution as an important strategy.The strategy of rural revitalization emphasizes the all-round revitalization of the countryside.The two general policies of thriving industry,livable ecology,civilized village style,effective governance and prosperous life point out the direction for rural revitalization.As an emerging group,the new rural sages are valued by the state and all sectors of society,and can make up for the shortcomings of rural governance with their own advantages in the strategy of rural revitalization.In the context of rural revitalization,based on rural governance,this paper systematically combs the thoughts of successive leaders on talent and rural governance,analyzes the key and feasibility of new rural elites in rural governance according to elite theory,collaborative governance theory and Maslow’s hierarchy of needs theory,and expounds the generation and function of new rural elites group.This paper analyzes the current situation of the overall rural development is lagging behind,the spiritual civilization is in trouble,the grass-roots organization governance is weak and so on.Meanwhile,it points out that the new rural sages participate in the rural governance process,and there are some personal problems such as the different governance abilities of the new rural sages,the lack of motivation for participation,the fuzzy positioning of the new rural sages,the high cost of rural governance,and the social problems.At the national level,the relationship between the government and the new rural sages is disharmonious,the management system is imperfect,and the causes of their difficulties are analyzed from three aspects: the lack of attention paid by the grass-roots government to the new rural sages,the lack of rules and regulations for the new rural sages to participate in governance,and the complex and diversified characteristics of the overall rural environment.By analyzing the problems and causes,the feasibility optimization path is provided for the new villagers to participate in rural governance.By establishing and perfecting the organization and management system,cultivating the new townsfolk in a variety of ways,formulating the corresponding incentive system for the new townsfolk,and balancing the relationship between the government and the new townsfolk,the new townsfolk can be optimized to participate in the governance and guarantee mechanism,and better build the team of new townsfolk and play their roles.In view of the existing problems in rural areas,the grass-roots government can take the new rural talents as its strength point to promote the diversified development of rural industries,improve the status quo of rural hollow and rural infrastructure construction,and promote the development of rural economy.By improving the ecological cognition of villagers,developing the rural green industry and improving the rural living environment to promote the rural ecological transformation;By inheriting rural civilization,developing rural education and passing on core values,we can help the construction of rural civilization.The new rural sages can also assist the grass-roots governance by awakening the villagers’ consciousness,broadening the channels for villagers’ participation,helping to interpret the latest favorable policies for agriculture,formulating village rules and regulations,and giving full play to the governance advantages of autonomy and rule by law and virtue to ensure the stability of rural order.Based on the above aspects,the construction of new rural sages to participate in rural governance path,so as to promote the implementation of rural revitalization strategy.
