Research On The Participation Of New Rural Talents In Rural Governance Under The Strategy Of Rural Revitalization

In the process of building a well-off society in an all-round way,how to fully stimulate the enthusiasm of the masses to participate in the management of public affairs,gather people's resources and wisdom,so as to achieve active and effective rural governance,has become the top priority of the current work.In order to actively respond to the call of the country's Rural Revitalization and realize the rural governance by virtue and rule of law,governments at all levels actively coordinate the urban and rural development,activate the vitality of rural economic development,attract the masses of people to return home for entrepreneurship and employment,vigorously develop the construction of non-governmental think tanks,and improve the scientific decision-making of public affairs.As a new force of rural governance,xinxiangxian can play a role of bridge and link between urban and rural areas and cadres.Changbai County is not only an underdeveloped area in the northeast mountainous area,but also an area inhabited by ethnic minorities.The harmonious and friendly interpersonal relationship between the people also plays an important role in the development of the new model of rural talents.In this paper,based on the current situation of the participation of new rural elites in rural governance at home and abroad,we will explore the possibility of new rural elites in rural governance.At the same time,in line with the principle of combining qualitative analysis and quantitative analysis,taking Changbai Korean Autonomous County as a case,the investigation is conducted for the respondents.In order to find out the power and resistance of the new rural talents to participate in rural governance,we should deeply explore the multiple functions of the new rural talents in policy implementation,conflict mediation,cultural heritage and other aspects,analyze the basic ideas,ways and methods of the new rural talents to participate in rural governance,and find out the evaluation of the stakeholders' village two committees,villagers and the new rural talents to participate in rural governance.At the same time,the author takes theexperience of MACHIUCHI meeting in Japan and Fengqiao in Zhuji,Zhejiang Province as examples,absorbs and draws on the positive experience of the two places in promoting the participation of new rural talents in governance,studies and proposes that under the strategy of rural revitalization,only when we open wide channels to accept the return of rural talents,build platforms to clarify the positioning of rural organizations,cultivate culture and stimulate the consensus of people's values,can we further attract and retain talents,In order to build a more open and inclusive rural governance system,to repair the grass-roots ecology,to consolidate the grass-roots political power,to improve the credibility of the government,and to truly promote the modernization of agricultural and rural construction,we need to realize the rural civilization,ecological livability and effective governance.
