Basic pension insurance for urban and rural residents plays an important role in alleviating poverty of old age and ensuring residents’ pension rights and interests.Because the population involved in the urban and rural residence insurance system is mainly from the rural areas,without wage income,they are one of the groups with the weakest ability to resist risk.At the same time,the urban and rural residence insurance system to redistribute income to ensure the basic pension life of urban and urban residents,so that the majority of farmers personally enjoy the reform dividends.It can be said that the urban and rural residence insurance system is the most important part of the social bottom line,the optimization of the system and sound development is the cornerstone of social stability.In order to make the urban and rural residence security system play its efficiency,improve the sense of gain,happiness and security of this part of the group,so it is urgent to design a simple,intuitive,scientific evaluation index system for the system,In order to reflect the development situation and development dilemma of urban and rural residence security system in China,for the future development and improvement of the direction of the system to provide a more clear,more operational recommendations to improve the reference.This paper mainly studies three aspects: First,the development status of basic pension insurance system for urban and rural residents in China;Second,from 2011 to 2018,China’s urban and rural residents basic pension insurance system guarantee capacity calculation and results evaluation;The third is to upgrade the basic old-age insurance system for urban and rural residents.This article is based on the National [2014] The basic principles of Document No.8 set the "Urban and Rural Residence Insurance System Guarantee Capacity Index" as the overall objective to measure the performance of the basic old-age insurance system for urban and rural residents,and constructed a five-dimensional,three-tier system with a total of 19 indicators.The performance of basic pension insurance system for urban and rural residents in 31 provinces(autonomous regions and municipalities directly under the Central Government)is evaluated by using hierarchical entropy weight method.The research findings are as follows:(1)On the whole,affected by the top-level design of the system,the system operating environment and the willingness of the audience,the protection capacity of China’s urban and rural residence security system is low.(2)Spatially,there are significant regional differences between urban and rural residence security system in China,mainly in the system security capacity and economic development level does not match,showing a pattern of western > central > eastern.(3)From the perspective of time,the development of various indicators of the guarantee capacity of the urban and rural residence security system is uneven.From 2011 to 2014,the coverage,sustainability and basic capacity of the urban and rural residence security system have been greatly developed.Flexibility and fairness of the system have become the key to ensure the sound development of the future of the rural and urban residence protection system.On this basis,the following optimization measures are put forward: First,further improve the individual payment model and incentive mechanism to optimize the urban and rural residence insurance system model;The second is to enhance the financing capacity of urban and rural residence insurance system,develop local economies from the perspective of financial capacity,increase financing subjects and channels,improve the basic pension subsidies at all levels of financial contribution.
