Research On Improving The Law Enforcement Ability Of The Prison People’s Police

Since the 18th Communist Party of China National Congress,the Communist Party of China Central Committee with Comrade Xi Jinping at its core has attached great importance to the building of political and legal personnel.General Secretary Xi Jinping has made important instructions on the building of political and legal personnel,stressing that capacity building should be an important task to comprehensively improve the professional quality and professional level of political and legal police officers.Prison belongs to the administrative organ of political and legal affairs,and is the executive department of national punishment,shouldering the responsibility and mission of punishing and reforming criminals.This requires the prison people’s police to continuously improve their law enforcement capabilities and strictly manage criminals in accordance with the law.As the grass-roots managers,the prison people’s police are the direct contact objects of criminals.Their law enforcement ability determines the level of prison management and the level of police force construction,and directly affects the quality of criminal reform.In this context,it is of great significance to explore how to enhance the law enforcement ability of the prison civilian police.This paper will standardize the research method and case study method,at the same time using literature research method,questionnaire method and interview method,in Hebei C prison as specific cases,collect a lot of data,grass-roots line interview,and at the same level of other prison police in recent years,using the same questionnaire anonymous research supplement,around the prison system concerned "law enforcement ability" topic,analyzes the problems and managers in the process of law enforcement,put forward the corresponding Suggestions to improve law enforcement ability,and extended.This paper takes the humanistic theory,two-factor theory and performance management theory as the theoretical basis,By analyzing the current data of law enforcement of prison people’s police,Finding that the prison police receive inadequate law enforcement training,Poor training results,Single lack of innovation in prison police enforcement methods,Also deeply aware of the prison law enforcement pressure,high risk,Lead to the prison police psychological problems and other prominent,at the same time,It is also observed that the slow construction of laws and regulations on prison law enforcement,Lack of top professional talent,The lack of effective incentives for the management of prison police,The above problems all directly restrict the prison people’s police to standardize the law enforcement,Affect the improvement of the law enforcement ability of the prison people’s police.According to the study on the current law enforcement data of C prisons in Hebei Province and other prisons at the same level,This paper puts forward the law enforcement ability of prison people’s police to enhance the talent training of prison people’s police,Strengthen the political and ideological quality and law enforcement concept training,Enhance law enforcement capacity training,Establish a special talent training plan,Implementing the accountability mechanism for the prison police;Improve the security system of the prison police occupation,Improving the rule of law construction of prison law enforcement,increase publicity efforts,Strengthen the cooperation and communication between the different departments;Establish a long-term and stable incentive mechanism,Strengthening of material and spiritual incentives,Establish a fair and effective assessment system;To do a good job of ensuring under the epidemic,Improve the conditions for isolation and duty readiness,Strengthen the daily psychological counseling work of prison officers,Suggestions and countermeasures on increasing the care for the families of the prison guards,Aned to get out of the current law enforcement dilemma,So as to enhance the prison people’s police law enforcement ability.
