The outbreak of the COVID-19 in 2020 forced primary and secondary school students across the country to conduct online learning through the online education platform for primary and secondary schools.The platform has also produced a series of problems in the process of rapid development.In this context,the public calls for the government to strengthen the supervision of online education platforms.It is hoped that the government will strengthen the overall construction of public online education platforms to ensure their effective supply as public products.The government will strengthen the supervision of market behavior on the platform established by profitable educational institutions.In the practice of online education development,many teachers and students in public schools and training institutions also conduct online learning through third-party network platforms such as Tencent Conference and Ding Ding.The third-party online education platform is easy to operate,with strong bearing capacity and flexible use.However,it has created a new blind spot for the current regulatory system.In this context,understanding what problems exist in the supervision process of different platforms of the subject,as well as the causes and countermeasures of the problems,will become the key to promoting the effective supply of this special public product.Through in-depth interviews with some primary and secondary school teachers,students,parents of students,teachers of some educational institutions and teachers and researchers of T City,as well as access to relevant documents and policy documents,this paper learned that in the current supervision of online education platforms operated by public and for-profit institutions and third-party online education platforms in T City,there are unclear government supervision responsibilities,simple and passive supervision methods,and inadequate implementation of collaborative supervision Weak supervision of platform information security.Based on this,this paper combines the public goods theory and the new public governance theory,and puts forward three countermeasures for the online education supervision of primary and secondary schools in T City,including clarifying the government’s supervision responsibilities,improving the supervision system,and innovating the supervision methods.This ensures that the promotion of education platforms can not only ensure their efficient supply through the market,but also reduce a series of problems in the use of online education platforms through reasonable government supervision.The improvement of such countermeasures also further promotes the development of education fairness on the basis of promoting the development of education platforms more transparently and openly.
