In the 19th century,Britain was an era of rapid industrial development and economic prosperity.However,for a long time,the British government has pursued a policy of non intervention in the field of education,giving the right to buy primary education to churches and social charities.But in the second half of the 19th century,because the original charity education can not meet the current situation,coupled with the development of industrialized countries and the rise of social crime rate and a series of external forces,people realize that the primary education maintained only by private donations is far from enough,so the 19th century has become a transitional period of British primary education.At the appeal of all sectors of society,the government investigated and discussed the situation of British primary education in the 19th century,and finally passed the primary education law of 1870 in the course of debate and compromise.This law is not only a turning point in the history of British education,but also a law with British characteristics.It opened a new era of British primary education.After a series of amendments and improvements to the act,Britain gradually established a national compulsory primary education system,and this influence also radiated to China through missionaries' coming to China.This article mainly uses the literature method and the historical analysis method,first clarifies the main forms of British primary education before the promulgation of the primary education law,and then through the introduction of the background of education,society,economy and so on in the 19th century,shows the macro picture of Britain in the 19th century,so as to explain the inevitability of the promulgation of the act.Then through the interpretation of the provisions of the act and the subsequent improvement of the act,the main contents of the act and its important position in the history of British education are elaborated,and the gradual and conservative nature of British history and culture is also shown from the side.
