| Evaluating the work performance of counselors is an important way to enhance the effectiveness of college education.With the development of educational evaluation reform,the construction of teachers’ reform should be deepened continuously.Decree No.43 of the Ministry of Education clearly points out that colleges and universities should improve the evaluation system of counselors.As a member of the teacher team,the counselor carries the burden of student management,education and service.They are also responsible for ideological and political education,party and league building,mental health and counseling,career planning,employment and entrepreneurship,and coping with campus crises.Their work efficiency determines whether college students can grow up healthily and happily.Therefore,the evaluation of counselors’ work performance is becoming more and more important in colleges and universities.Compared with counselors in public colleges and universities,counselors in private colleges and universities receive less attention,less pay,less training,and less sound evaluation system.Because of this,private college counselors need a set of scientific performance evaluation system,so that they can work efficiently,give play to their creative initiative,so that they can stay in the counselor position to continue to shine.The scale of private colleges and universities in Guangxi accounts for nearly 28% of the whole region.The premise of the stable and sustainable development of private colleges and universities is that the counselors do a good job in student management.So how to construct the performance evaluation system of private college counselors? How to effectively use the performance evaluation system to identify the work efficiency of the counselor? And how to improve the performance level of private college counselors? These are still the key points and difficulties for private colleges and universities to ensure the power of ideological and political education and improve the level of running schools.In this paper,secondary colleges of K private universities in Guangxi are selected as the research body to evaluate the input-output performance of secondary college counselors.Through literature research method,data envelopment analysis method,empirical research method,investigation and so on,combined with input-output theory,performance management theory and incentive theory,the current situation and existing problems of input-output of counselors in secondary schools of K School were studied and corresponding performance improvement countermeasures were proposed.First of all,this paper summarized the indicators in the existing literature on performance evaluation from the perspective of input-output,selected and screened the indicators in combination with the actual situation of the sample schools and expert suggestions,then collected data and tested and optimized the indicators with the correlation coefficient in the statistical tools,thus establishing the input-output evaluation index system of counselors in private universities based on DEA.Secondly,this paper will use the CCR and BCC models of DEAP2.1software to carry out static analysis on the input-output data of the counselors of secondary schools in the 2017-2022 academic year,and evaluate the work performance of the counselors by analyzing whether DEA is effective for the obtained comprehensive technical efficiency,pure technical efficiency and scale efficiency.The input redundancy and output deficiency of DMU with invalid DEA are analyzed.The Malmquist index was used to dynamically analyze the performance level of counselors in eight secondary schools during the 2018-2022 academic year,and the total factor productivity index obtained represented the growth rate of counselors’ performance in the recent four academic years.The results show that 28 of the 40 decision units are DEA effective,12 are not DEA effective,and some secondary schools have input redundancy and output insufficiency.In 2018-2022 academic year,the average value of the overall performance level of K school counselors,total factor productivity,reached 1.08,with an average increase of 8%,which mainly depended on technological progress and technological innovation.Finally,combining with the analysis results of dynamic and static evaluation,this paper puts forward some suggestions to improve the performance evaluation of counselors : strengthening the construction of counselor team,helping students to cultivate high quality;Manage student work ledger to ensure student work quality;Establish fund management mechanism,perfect salary distribution system;Strengthen the professional quality,improve the theoretical practice research ability;To improve the effectiveness of personnel training for high-level universities.This study is expected to provide a substantial quantitative assessment method for the input-output of counselors in K private universities in Guangxi,which is helpful to improve the performance level of counselors in this school.It also provides reference for the construction and optimization of performance evaluation index system for counselors in other private colleges and universities,and further promotes the high efficiency and high quality work of counselors in private colleges and universities. |
