Research On The Problems And Countermeasures Of The Q Municipal Government In Promoting The Transformation And Upgrading Of Private Enterprise

With the continuous deepening of China’s reform and opening up,private enterprises are growing in both production scale and economic volume,showing a good development trend and occupying an increasingly important position in China’s economic structure.The19 th Party Congress report also clearly pointed out that "China’s economy has shifted from a high-speed growth stage to a high-quality development stage",the country has also introduced a series of policy measures to promote the development of the private economy,it can be said that the policy environment for private enterprises has been greatly improved.However,with the deepening of China’s foreign exchanges,to create a new pattern of domestic and international double-loop,reflecting the development requirements of the private economy in the general environment has further improved.How to take the initiative to integrate into the new development pattern,better use of the international and domestic two markets,two resources,private enterprises as the economic development of the "main force" to adapt to the new situation is particularly important.In this context,the growing volume of import and export trade,expanding domestic demand and other requirements make many unbalanced industrial structure,productivity shortage of private enterprises have met the development bottleneck.To promote the sustainable development of private enterprises,the need to rely on government functions,and constantly improve the ability and level of government services at all levels for the people and enterprises,to promote the transformation and upgrading of private enterprises to better adapt to the needs of international social and economic development.This paper takes Q city in Shandong province as an example and conducts an in-depth study on the role of Q government in promoting the transformation and upgrading of private enterprises.It is found that there are mainly problems in Q city,such as inadequate policy implementation,difficult to guarantee production factors,loopholes in market supervision,business environment to be improved,and insufficient supply of public services.The main reasons for these problems are the weak awareness of Q city government in serving enterprises,the single way of working,the inadequate working mechanism,the lack of relevant professional talents,and the lack of innovation awareness and ability.In order to optimize the role of Q city government in the transformation and upgrading of local private enterprises,it is necessary to focus on the characteristics,shortcomings and needs of local private enterprises,further optimize the system of government functions,change the way and method of government leading the development of private enterprises,do a good job of guaranteeing various factors,improve the market supervision system,create a good business environment,enhance public services,etc.,and gradually establish a scientific and reasonable model of government-enterprise relations,so as to The long-term healthy development of private enterprises to establish the institutional basis.
