The Governmental Functions In The Transformation And Upgrading Of The Traditional Industries In Jinjiang

With the development of Jinjiang's economy and society,accelerating the transformation and upgrading of traditional industries of Jinjiang City is the strategic choice to adapt to the new normal economic development actively.Transformation and upgrading of traditional industries consists of two aspects: economic transformation and industrial upgrading.The successful experience in China and abroad shows that both the role of the market in resources distribution and the government's macro-control should be given into full play in the process of industrial transformation and upgrading.In a certain sense,the government plays an important role in the transformation and upgrading of traditional industries,and plays a key role in the success or failure of industrial transformation and upgrading.Based on the basic situation of Jinjiang's economic development,starting from the transformation and upgrading of traditional industries,and from the perspective of government responsibility,this paper conducts a systematic study to promote the industrial transformation and upgrading.Firstly,basing on the basic situation of the economic development of Jinjiang cit y,this paper interprets the important role of the government to promote the transform ation and upgrading of traditional industries in Jinjiang by analyzing the problems in t he traditional industry transformation and upgrading of Jinjiang city,such as the over capacity of low-end in traditional industries,the lack of effective supply of high-end,the shortage of business philosophy,innovation,talents and so on,and the problems o f the offside,absence and dislocation of the government function.The government's responsibility is mainly reflected in three aspects: regulatory f unction,service function and guiding function in the transformation and upgrading of traditional industries in Jinjiang.Secondly,the responsibility of the government is mainly embodied in the function of service and guidance Absorbing the experience of developed countries,this paper summarizes and draws the experience on the industrial transformation andupgrading in the developed countries and regions,it is suggested that the city of Jinjiang should change the functions of the government and strictly adhere to the basic principles of combining the overall consideration,the contrast of advantages and the combination of macro regulation and market.the same time,in order to build a set of industrial transformation and upgrading strategies for Jinjiang,we should enhance public services and strengthen the countermeasures of the government's guiding role in the industrial transformation and upgrading.
