Study On The Role Of Government In The Transformation And Upgrading Of Manufacturing Industry In Baotou

The manufacturing industry is the main body of the national economy,and it is the base for the establishment of the nation,the apparatus for the rejuvenation of the country and the foundation for the strength of the country.At present,China has proposed to speed up the construction of a powerful manufacturing power,accelerate the development of advanced manufacturing industry,support the optimization and upgrading of traditional industries,and accelerate the development of modern service industry.After years of development,the overall strength of Baotou's manufacturing industry has improved steadily.However,there are still some problems such as unreasonable industrial structure,disproportionate proportion of light and heavy industry,insufficient innovation ability of leading industry,difficulties in introducing high level innovative talents,limited support for industrial development funds and so on.Further transformation and upgrading of manufacturing industry is needed.Therefore,at present,how to solve the problems in the process of transformation and upgrading of the manufacturing industry in Baotou and accelerate the pace of transformation and upgrading of manufacturing industry in Baotou by strengthening the role of the government is the main subject of this paper.First of all,this paper puts forward that the transformation and upgrading of manufacturing industry in Baotou is closely related to the role of government,and summarizes the relevant theoretical research both at home and abroad,and then analyzes the current situation of Baotou's manufacturing industry,and theoretically discusses the role of government in the transformation and upgrading of manufacturing industry.Secondly,based on the theory of government function,this paper tracks out that the main reasons for the current situation and shortcomings of the government's role in the transformation and upgrading of the manufacturing industry in Baotou are that the government's planning guidance is not in place;the public service system is not perfect and The agreement between the policy support and the actual demand of the enterprise is low.Then it analyzes in depth the causes of the problem,which are precisely the lack of strategic vision for the transformation and upgrading of manufacturing industry,insufficient attention to the transformation and upgrading of manufacturing industry,and lack of systematic thinking about transformation and upgrading of manufacturing industry.And then the idea of strengthening the role of government and promoting the transformation and upgrading of the manufacturing industry is derived.Finally,from the aspects of building a new development system of manufacturing industry,improving the policy guarantee system and strengthening the construction of public service function,the paper puts forward relevant countermeasures to enhance the role of government in the transformation and upgrading of manufacturing industry.
