After the end of the Cold War,globalization rapidly advanced.However,as the negative effects of globalization emerged,such as wealth inequality,environmental pollution,and ecological disasters,the enthusiasm of countries towards globalization declined,and the momentum of globalization was weakened.Regional cooperation,as a compensatory measure to respond to the decline in global driving force,has been highly valued by countries in various regions.The Indo-Pacific region has many great powers and small countries,and economic development is extremely uneven.Cultural differences are also significant,and conflicts and challenges arise frequently,which make the regional security environment challenging.Therefore,cooperation in the region mainly takes the form of "small multilateral" based on issue setting,and there are many regional organizations,but no group represents the entire region.Japan has a practical demand for multi-level and cross-domain cooperation in the Indo-Pacific region.Development aid in the Indo-Pacific region presents a prominent feature of both oversupply and undersupply of public goods.There is fierce competition among major powers in providing development aid to countries in South Asia and Southeast Asia,while public goods supply in Central Asia and the Pacific region,including economic,infrastructure,institutional,and technological development aid,remains scarce.This paper focuses on Japan’s development aid in the Indo-Pacific region and examines the impact of its aid on the supply of regional public goods from a regional cooperation perspective.It explores how Japan’s development aid in the region advances its "Indo-Pacific" vision and examines its effects on the geopolitical landscape of the Indo-Pacific region.The study uses Japan Bank for International Cooperation(JBIC)and Japan International Cooperation Agency(JICA)as case studies,analyzing Japan’s intentions and objectives in promoting Indo-Pacific economic cooperation,expanding strategic space,and strengthening regional order dominance through development aid projects.The paper summarizes the concepts of regional cooperation and development aid,and discusses Japan’s policies and actions in this field from several perspectives,including management processes,development aid and investment,and evaluation systems.The study aims to provide insights for China’s planning and implementation of the Belt and Road Initiative.
