| With the modernization drive of national governance system and governance ability,technical management is becoming an important governance tool for social governance.Since the Third Plenary Session of the 18 th Central Committee of the CPC,the trace management as a governance means is implemented in many places.However,in the practice of social governance,local governments over-relying on trace management,neglect of performance,leading to the appearance masks the facts,the means of replacement goals,the resulting replacement process.As a result,trace management evolved into tracerism,making an impact on the modernization of governance level and governance capacityThis paper first analyzes the connotation and function of traces management,and briefly analyzes the causes of traces management.In order to further explain the mechanisms of traces management,based on Giddens’ structural theory,put forward the text analysis framework of "constraint-action".Then,case analysis is made on the construction of civilized city in N city.The analysis finds that N city is subject to the dual constraints of "rules and resources" in the process of city creation,and THE N municipal government makes corresponding policy implementation strategies according to the trace management.Therefore,this paper holds that the implementation of grass-roots policies is subject to structural constraints from the institutional,organizational and practical levels in the pressure-type system.Under the structural constraints,grassroots will adopt corresponding actor strategies and actively resolve pressure and risks by means of leaving traces,resulting in the persistence of trace management.Finally,this paper puts forward counter measures to optimize the trace management embedded in the existing governance structure:First,in macroscopic level,improve the management system dimension;second,on middle-cosmic level,explore the "Government-Society-Citizens’ long-term mechanisms for cooperation;third,at the micro level,strengthen the quality construction of civil servants. |
