At the end of 2022,60 and above 60 years old population reached 28.04 million,accounting for 19.8% of the country’s population.Compared with the end of 2021,the elderly population increased by 12.68 million,an increase of 0.9%.As China’s population aging continues to intensify,China is moving forward from the stage of mild aging to the stage of severe aging.Family and community pension for the old people are unable to meet the growing needs of the huge elderly population.Therefore,private elderly care institutions play an important role in alleviating the pressure of nursing care and providing elderly care services for the elderly.By September 2022,the proportion of non-profit private elderly care institutions nationwide was 44.7%,which effectively solved the problem of one bed in public nursing homes.However,so far,there is a big gap between the service quality of private elderly care institutions and that of foreign countries,which can not meet the needs of the elderly at all.This situation has seriously affected the overall quality of elderly care services.The implementation of the national strategy to actively respond to the aging of the population can make the basic old-age care services benefit all the elderly.This major deployment provides new ideas and ways to promote the service quality of elderly care institutions.In this background,first,this paper focuses on active aging,private elderly care institutions,and the quality of elderly care services.Based on the three core concept of "health,participation,and security",ERG theory,and social support theory,this paper deeply discusses the connotation of these three core concepts.Secondly,this paper takes the elderly who live in private elderly care institutions in Huairen City as the research subject,constructs a theoretical model from the perspective of "health","participation" and "security",and designs a scale of influencing factors that includes six dimensions(institutional facilities,daily care,spiritual comfort,health factor,participation factor,security factor)and 35 items,excluding the basic situation of the elderly.Thirdly,through the field survey of the service supply of the private elderly care institutions in Huairen,Shanxi Province,as well as the occupancy of the elderly in the institutions,managers and nursing staff,the questionnaire is further descriptive statistical analysis.With the help of SPSS analysis software,the survey data were analyzed to explore the factors affecting the service quality of private elderly care institutions in Huairen.Fourth,it analyzes the following common problems in the supply of elderly care services in 9 private elderly care institutions in Huairen City,Shanxi Province: the health dilemma is due to the insufficient development of the combination of medical care and nursing,resulting in the singleness of mental services;the participation dilemma is due to the limited supply of pension services and the small coverage of services.In addition,there is also a shortage of professional talents for elderly care services and the lack of a complete assessment system,which makes it impossible to obtain effective protection.Fifth,in order to improve the service quality of private elderly care institutions in the context of active aging,the government should lead,the market should participate,and the society should support,so as to reshape the correct concept of the elderly and enhance their sense of social happiness.At the same time,we should strengthen the aging design of the elderly care,and strengthen the training of the elderly care staff.In addition,we should also explore the way of cooperation between social forces and innovate the market-oriented operation mode,in order to achieve the purpose of improving the service quality of private elderly care institutions.
