Research On The Fulfillment Of Government Functions In The Development Of Higher Vocational Education In Hebei Province

Education is an important factor to promote social development.As an important part of education,the development of higher vocational education has increasingly become a political issue affecting the development of the national economy.There is no doubt about the role of government functions in the development of higher vocational education.Its reasonable use can effectively promote the development of higher vocational education,otherwise it may hinder its development.How to give full play to the functions of the government,solve the problems existing in the current development of higher vocational education,and effectively promote the transformation of higher vocational education to development has become an urgent problem for higher vocational education.The paper combines theories such as human capital theory,government regulation theory,and new public service theory,and uses methods such as literature research,social survey,and comparative analysis to systematically study the government functions in the development of higher vocational education in Hebei Province.In recent years,the Hebei Provincial Government has achieved significant results in promoting the development of higher vocational education.However,with the continuous development of society,there are still problems in the fulfillment of its functions in promoting the development of higher vocational education,such as excessive administrative intervention in vocational colleges,limited and unbalanced financial support,significant tendency towards universal education in vocational education,insufficient institutional guarantee for the teaching staff,and insufficient coordination between schools and enterprises.The main reasons for this are the relatively lagging development concept of higher vocational education by the Hebei Provincial Government,the imperfect management and service system of government departments,the immature construction of investment mechanisms for higher vocational education,the relatively weak coordination function of government departments between schools and enterprises,and the lagging construction of government department function supervision system.Based on the existing problems and causes,the paper proposes strategies for optimizing government functions in the development of higher vocational education in Hebei Province from the following aspects: enhancing the development concept of government departments in higher vocational education,improving the management and service system of government departments in higher vocational education,strengthening the overall construction of investment mechanisms in higher vocational education,fully leveraging the coordination function of government departments between schools and enterprises,and constructing a government department function supervision and evaluation system.Promote the full play of the functions of the Hebei Provincial Government,build a high-quality higher vocational education system,construct an education supply that is suitable for the new pattern,and promote the high-quality development of higher vocational education.
