| Capacity building of civil servants has always been an issue that governments all around the word attach great importance to.In recent years,in response to the development requirements of the times,market supervision departments have deeply promoted institutional reform,realized the integration of multiple departments and functions,forming the model of all-round supervision.With the continuous advancement of high-quality development,market supervision involves a wide range of tasks and puts forward higher requirements for the capability of law enforcement officers.Market supervision law enforcement officers are not only the specific practitioners of the the local government to maintain market order,protect people’s safety and protect public rights and interests,but also the direct promoters to realize the modernization of governance ability and governance system.Their capacity directly affects the level of market regulation and the image of the local government.However,through field visits and interview surveys,it is found that there is still a big gap between the current capacity of law enforcement officers and the demands of market supervision.Therefore,it is urgent to enhance the capacity of market supervision law enforcement officers.This article takes market supervision law enforcement officers of ZJ City as the research object,expounds the concepts of market supervision,administrative enforcement and the capacity of market supervision law enforcement officers,and takes competency theory,new public service theory and performance management theory as the theoretical basis.On the basis of analyzing the general capacity of national civil servants,by using the behavioral event interview method,the capacity factors of market supervision law enforcement officers in the new era are systematically sorted out,and the evaluation framework of market supervision law enforcement officers’ capacity in ZJ City is constructed,which contains 4 dimensions and 24 capacity indexes.On this basis,a questionnaire was prepared to conduct a questionnaire survey on market supervision law enforcement officers in ZJ city.A total of 250 valid questionnaires were collected.Through SPSS data analysis and fuzzy comprehensive evaluation,the current situation of market supervision law enforcement officers’ capacity in ZJ City was obtained.It is found that person-post matching is not accurate enough,the professional knowledge is obviously lacking,the professional skills are generally low and the innovation capacity is lagging.And the reasons are analyzed,such as the talent recruitment mechanism is not scientific enough,the effectiveness of education and training is not high,the performance appraisal does not play a good role,and the incentive measures are not strong.Based on this,by referring to the advanced experience of Shanghai market supervision system and Anyang market supervision system,four ways to enhance capacity are put forward,such as to implement scientific and accurate recruitment mechanism,to establish competency model training mechanism,to optimize public service-oriented evaluation mechanism,and to improve the incentive mechanism from the perspective of capacity stimulation.This will provide direction for enhancing the capacity of market supervision law enforcement officers in ZJ City. |
