| With the reform and function adjustment of market supervision institutions,a number of reform measures and the complex and changing market environment have put forward higher requirements on the ability of grassroots market supervision and law enforcement officers.However,in practical work,a law enforcement officer has to undertake more work functions.Facing the new work requirements,the ability of law enforcement personnel is obviously insufficient.The structural contradiction between the constant team size,the equal quality of cadres and the doubling of personnel responsibilities has become increasingly prominent,which has become the main obstacle and key bottleneck for the efficiency improvement after the reform of market supervision institutions in Chengguan District of Lanzhou City.The improvement of the ability of the grassroots market supervision and law enforcement officers is not only related to the supervision level of the local market,but also reflects the country’s governance capabilities,and related to the implementation and smooth operation of the new system.Cultivating and improving the ability of the grassroots market supervision and law enforcement officers is urgent.This article combed the domestic and foreign research on the ability of civil servants,defined the concepts of ability building,competence,and competency model,based on this,this article used the competency model as the theory,through interview behavior events,O~*NET work analysis method and questionnaire survey,to analyze and study the competence requirements of market supervision law enforcement officers in the Chengguan District of Lanzhou City,and extract the market supervision law enforcement officers’ information.This article also constructed a competency model of urban supervision and law enforcement officers with 5 dimensions and 38 competency indicators by using factor analysis.Based on the above actions,this article analyzed the current situation of the ability training of market supervision and law enforcement officers in Chengguan District,as well as the problems and reasons faced in the ability cultivating process.This article has concluded that the main reason for the ability building of the officers in the market supervision and law enforcement in the Chengguan district lies in the imperfect recruitment and withdrawal mechanism of law enforcement personnel,poor effectiveness of education and training,insufficient orientation of performance appraisal,imperfect incentive mechanism and so on.Based on these results,this article refered to the research results of predecessors,by focusing on the following points: establish a complete education and training system for the competence model of market supervision and law enforcement officers in the Chengguan District of Lanzhou City,establish the entry and exit mechanism of market supervision and law enforcement officers,optimize the performance appraisal system,and optimize the officers’ incentive mechanism,this article put forward countermeasures and suggestions that can improve the ability of market supervision and law enforcement officers in the Chengguan District of Lanzhou City. |
