Competence and competency model originated from 1970s, which was used on researching on enterprise staff. In China, it was first used into practice and research in 1990s. The objects of study were gradually expanded to government officers and NGOS. In constructing new village of socialism, lots of male labor went out for work, the female became the main forces that push the economic development quickly and sound they are the outstanding representations and the main force of the village level management which also made great contribution to the political stable and economic development. How to cultivate a quality female village officer, further to promote the ability of management, and then how to do better in management is becoming an important research from now on. Putting the competency model into the practice on female officer in the village level is not only a new task, but also an extremely urgent problem on how to construct a competency model fitting our country.Now the ability of female village officers has made great progress, but it needs further enhanced, the ability of construction system is not entirely, the manner of constructing ability is single. According to competency model, we construct a competence model of female ability, which may helps us to promote the quality, increase the capacity and show their ability fully.This paper summarizes the research of female village officers at first, then introduces the competence and competence model, and the framework of this paper. And based on those, I analyze the facts of the feature of competence, which is divided into two parts. The first part is doing a interview with female village officers in qualitative manner, analyzing it and making questionnaire. The second part analyzes the questionnaire using the quantitative method like frequency analysis and factor analysis, which concludes that the competency model of female county official include 11 dimensions composed of 39 quality factor. Such as the moral and psychological qualities dimension, capability dimension, femininity dimension and so on. Based on construction the female competence ability, analyzes the competence ability of female from three levels like the environment, tools and organization. According to the competence model, promotes how to increase the ability of them. Precondition the feature of female, promotes the effect, focusing on the diathesis, renews the mechanism, and promoting the capacity as core, expands the exploitation manners.The possibility creatures of this paper:firstly using the facts and qualitative research in order to make the result based on science scale. Secondly construction the competence model, which break the traditional research on competence model of female and can be copied and checked up. It is advanced in technology. Thirdly countermeasure system is made. Research on the female village officers from the ability research to model, integrate theory with practice. Lastly based on the model, I promote the construction of ability and countermeasures.
