Research On The List Management Of Administrative Power In BinHai County

In the process of deepening the reform of systems and mechanisms in China,the focus of the government’s work is to regulate the operation of power,build a legal government,promote the reform of streamlining administration,delegating powers and improving regulation and services,and promote the transformation of government functions.The administrative power list system is an important measure to promote these work,and its promotion and improvement have been widely recognized and studied by academia and all sectors of society.Among them,the comprehensive implementation of county government administrative power list management is conducive to regulating and restricting the administrative power of grass-roots governments and improving the efficiency of private affairs.We should acknowledge the achievements of county government administrative power list management.However,in its implementation and promotion process,it will inevitably face a number of obstacles and problems.Therefore,it is necessary to strengthen the theory,pay more attention to the combination of theory and practice,adopt effective measures,gradually build up a set of standardized and practical administrative power list management mechanism,so that it can really play its due effect.Based on the case study of Binhai County,this paper studies the problems of the implementation of administrative power list system by means of literature analysis,questionnaire and interview.Taking Binhai County as an example,this paper combs and sorts out the administrative power list of the current county government,and finds that there are some problems in the administration of the list.Based on the literature review and practical investigation,it is found that the problems are caused by the following aspects:unsound dynamic management mechanism,unclear legal status,non-standardized standards and low application frequency.Based on the analysis of the existing problems and causes,this paper puts forward some suggestions on how to further improve our county government’s administrative power list system.In order to solve the problems existing in the list of administrative powers of county-level governments,the most important thing is to make a breakthrough in the current management mode,and to improve the management level of the list of administrative powers by improving the procedures for the preparation of the list of administrative powers,establishing a dynamic adjustment mechanism for the list of administrative powers,creating an evaluation and application system for the list of administrative powers,and strengthening the legal effect of the list of administrative powers,so as to ensure that the effect of the list of administrative powers can be better exerted,so as to provide a reference for other regions to carry out the relevant work and solve the practical problems.
