As an important part of China's political reform, Province-governing-county system is not only a simple change in administrative divisions or means of administrative management reform, but also a profound local government system reform and the redistribution of government power. It has extremely important influence for our ongoing administrative system reform, urbanization and even the entire socialist modernization. Clarify the basic association between City-governing-County and the Provincial-governing- County will help us to define problems and make better targeted reforms. Analysis the different forms of Province-governing-County can help us determine the stage of development and future affairs, and make corresponding with reality. Explore new perspective give us a more comprehensive and objective view of reform. Actively explore the realization of Provinces -governing-county is able to give direct guidance to practice.Therefore, we should study it from the strategic height, the national macroscopic system of height. The current study focused on the research about pros and cons of City-governing-County, Financial Province-Governing-County, Increase Power to the County, and "Province-governing-County" system (Administration Province-governing-County). In this paper, on the basis of these studies, I explore Province-Governing-County in new perspective:centralization and decentralization.Firstly reviewed the basic research status on Province-Governing-County, then defined the four core concepts:local government centralization and decentralization, governance, Province-Governing-County, and then describes the fast facts of local government's level governance, which leads to the local government governance of centralization and decentralization, and make sure that selective centralization and local autonomy as an effective governance political structure under the Province-Governing-County. The concept of competitive administrative was introduced based on weak or no competition in executive power. The inefficiency of government functions just rely on professional ethics and superior supervision which are soft, did not promote the formation of a pressure mechanism. No competition, no external pressure. Essence of the problem is not a public or private, but the monopolistic or competitive. Therefore, I think we can introduce competition into the administrative department, and shift the administrative from the traditional local monopoly to competitive administration. Then come to the conclusion: As a trend in line with the trend of administrative reform, will the Financial Province-governing-county, " Increase Power to the County " to the final state of the Administrative Province-governing-county, accompanied by supporting reforms to avoid weaknesses.Administrative Provinces-Governing-County, as an important direction of administrative reform in China, while facing many difficulties and problems, but the future is bright, is conducive to the healthy and stable development of society as a whole. From the simple adjustment of the jurisdiction up to the system architecture by a combination of centralized to decentralized centralization compromise, and to make the transition to decentralized governance point of view, highlights the fact that its significance significant. Local self-government followed appropriate separation of powers by the will come to intergovernmental cooperation and polycentric governance, which will promote the development of civil society in China and improvement; The competition type of administrative system followed appropriate separation of powers, will enable government departments to self-improvement and self-exalted under the system of competition pressure.
