Research On The Existing Problems And Improvement Countermeasures Of Grass-roots Fire Safety Management In ZJ City

At present,the township and sub-district office and other grass-roots fire work continues to "weaken","idling" and insufficient fire supervision force,comprehensive remediation is not in place,the risk of new business forms and other adverse factors,gradually forming a superimposed effect affecting the stability of the fire situation,it is urgent to grasp the fire safety in this kind of area.This paper takes ZJ City as the research object,expounds the concepts of safety and fire safety,grass-roots and grass-roots fire safety,and grass-roots fire safety governance,and takes the theory of holistic governance theory and collaborative governance theory as the theoretical basis,and uses the scientific research methods of questionnaire survey,interview,case study,comparative research,etc.Through the questionnaire survey of 310 staff members of the public,community police,safety supervision station and fire brigade,and the field visit of 10 grassroots governments,the present situation,existing problems and improvement direction of grassroots fire control in ZJ City were investigated and studied.It is found that there are prominent problems in ZJ’s grass-roots fire control,such as unclear functions and powers of the grass-roots government,weak work of relevant departments,lack of corporate responsibility,lack of public awareness,and ineffective role of social organizations.And analyzes the grassroots government fire safety governance positioning is not clear,grassroots fire safety governance information asymmetry,grassroots fire safety governance trust mechanism is missing,grassroots fire safety governance consultation and cooperation mechanism lag,grassroots fire safety governance supervision and evaluation mechanism is not perfect and other reasons.Based on this,by referring to the experience of Ganzhou and Xuzhou grass-roots fire control,And from the clear responsibility to promote the smooth operation of grass-roots fire safety governance,enhance mutual trust to build the trust foundation of grass-roots fire safety governance,strengthen exchanges and expand communication channels of grass-roots fire safety governance,supervision and evaluation to improve grass-roots fire safety governance mechanism,technology enabling to improve grass-roots fire safety governance efficiency,put forward countermeasures,to provide the direction for the improvement of grass-roots fire safety governance in ZJ city.
