Research On Collaborative Supply Of Grassroots Government Services From The Perspective Of Holistic Governance

Government service is a unique government function,which is not only the core carrier of transforming government functions and building service-oriented government,but also an important part of the modernization of national governance system and governance capacity.With the rapid development of our society,the traditional mode of government service supply can no longer meet the needs of modern social management.The characteristics of "economic man" in government departments and the "fragmentation" among departments highlight the contradiction between supply and demand of government services.In the process of providing government services,the grass-roots government is an important part that cannot be ignored.Whether the grass-roots government can effectively provide government services is related to the "last kilometer" of government service reform.This paper holds that the collaborative supply of grassroots government services from the perspective of holistic governance is the integration,coordination and cooperation of several important elements of collaborative supply.First of all,the definition of core concept explains what is the grassroots government affairs service and collaborative supply.The collaborative supply of several major factors are analyzed,and expounds the strong point of the collaborative supply--the idea of matching supply and demand,government and social integration,integration betweenpersonnel,the use of information technology tools,supply the establishment of the supervision system;Secondly,this paper expounds the holistic governance theory and discusses the applicability of holistic governance theory in the collaborative supply of grassroots government services,laying a theoretical foundation for demonstrating the realization of collaborative supply of grassroots government services,and constructs five dimensions of collaborative supply of grassroots government services from the perspective of holistic governance.Once again,based on the typical exploration of collaborative supply of grassroots government services in L district,W city,zhejiang province,this paper summarizes the overall and individual utility of grassroots government service supply from three aspects: deepening the reform of "run once most",constructing the "four platforms" of grassroots governance system,and promoting collaborative supply with digital and technical assistance.Then,the paper summarizes the characteristics of the collaborative supply of grassroots government services,including the combination of broken and innovation as the driving force,the combination of self-help and other assistance,the combination of technology and system,the combination of online and offline,and the combination of response and response.Finally,under the perspective of holistic governance,the paper analyzes the grassroots government affairs service concept of collaborative supply ability,the main body,system,and platform part of the fragmentation of defects.To probe into its behind the deep influence factors,the comprehensive analysis combined with the investigation of practice can be summarized into four factors:strong task-oriented and weak community concept,social capital,interest balance and coordination ability.Therefore,we must adhere to the guidance of the holistic governance theory,uphold the people-oriented principle,break down departmental barriers through integration,crack the "fragmentation" problem,and use the Internet and other information technology as a tool to promote the supply of government services to the grassroots,through the "last kilometer" of government services.
