Population problem is a basic problem of national economic and social development.The development of population situation not only affects the national economic and social development,but also is closely related to the life of individual and family.In recent years,the downward trend in the number of births in our country has become more and more obvious,with the number of 2021 births hitting a new low.As a policy response,we are 2021 to adjust our country’s birth policy to implement a three-child policy and related supporting measures.In fact,in order to achieve the sustainable development of the population,our country’s fertility policy has changed rapidly,but as the effect of the comprehensive two-child policy recedes,the fertility rate in our country continues to move at a low level,it further shows that we should not only start from the policy,but also pay attention to the lack of care.But at present,the total supply of infant and child care service in our country is extremely insufficient,the structure is seriously unbalanced,the service quality is not guaranteed,and the social efficiency is low,which has already become the main problem that many families,especially young women,are facing.At present,the contradiction between supply and demand of social care service industry is prominent.One of the root causes is that the government and the market have both crossed and more differentiated in the process of the operation of social care service industry,therefore,the key to the development of child care service is to clarify the boundary between the government and the market and to explore the mode of government-market cooperation.This paper constructs a framework of "Government-market" cooperation and boundary analysis by reading and summarizing relevant literature and theories,institutional development level and supply and demand environment,based on the characteristics of the public service,the performance of the institutions is measured from the value dimension,the economic dimension and the supply and demand dimension.On the basis of this analytical framework,a combination of quantitative and qualitative methods was used.The Quantitative analysis method of this study was to use survey data from kindergartens in Wuhan,this paper analyzes the concrete indexes of cooperation and boundary between government and market in the public service of child care,and finally uses the empirical model to analyze the impact of these indexes on the performance of child care.The qualitative analysis of this study was conducted in the Xiaogan District of Wuhan,Xiangzhou District and Xiaogan,Xiangyang,based on the data collected from policy documents of different regions,semi-structured interviews and in-depth interviews with practitioners of government departments and institutions concerned with childcare,the paper makes an in-depth analysis on the basis of these materials,and reach a conclusion.Through the analysis,we can draw the following conclusions: the government brings the enterprise into the main body of the childcare public service,its ultimate goal is still to solve the income problem;High barriers to government concessions,natural monopolies,and efficient resource allocation create the conditions and safeguards for high Total factor productivity in cooperative enterprises,and within the “ Government-market ” boundary,because of the relative rigidity of the administrative boundary and the moderate elasticity of the actual development of the social economy,there is a disharmony in the provision of care.Finally,it is suggested to take the universal coverage of childcare services as the breakthrough point of reform,to clarify the administrative boundary between government and market,and to promote the development of industrial undertakings,to push forward the supply-side reform and to stimulate the demand for childcare services.
