| Since the 18 th National Congress of the Communist Party of China,the central government has put forward more tasks and higher requirements for the property service work of government agencies in implementing the "Eight Provisions",strengthening the self construction of party and government agencies,and building energy-saving agencies.All levels of government affairs systems bear an important mission-to fully promote the modernization of the national governance system and governance capabilities.In the field of government property services,the implementation of standardization can significantly improve the quality of property service supply.And it can effectively promote the innovative development of property service work.In other words,standardization is the fundamental way to improve the overall level and quality of government property service work.It can make excellent management concepts,technologies,and methods more standardized,replicable,and easy to promote.The standardization construction of property services for government agencies in Xi’an is constantly trying,learning,and groping forward in the process of facing many challenges.Therefore,this article studies the problems,causes,and solutions of property service standardization construction in government agencies,in order to effectively improve the quality of standardization construction.This article is based on the theory of efficient government,public product theory,PDCA cycle theory,combined with literature reading method,comparative analysis method,case analysis method,etc.This article provides a detailed introduction to the development process and phased achievements of the standardization construction of property services for government agencies in Xi’an.After summarizing and summarizing,four problems in the standardization construction of property services for municipal government agencies have been identified.That is,some standards themselves have unclear definitions,the overall manifestation of standards is singular,standardization construction lacks trace management,and some standards are not in line with actual work.Furthermore,four major reasons were identified: inadequate understanding of the standardization construction of government agency property services,insufficient professional strength in standardization construction,lack of information technology support in standardization construction,and lagging supervision and evaluation system for standardization construction.Finally,we learned and borrowed from the standardized construction models of property services provided by government agencies in Hangzhou and Nanjing.We have absorbed excellent and advanced experience and practices from them.Furthermore,feasible and constructive solutions are proposed in terms of strengthening research and publicity,strengthening the talent team,promoting information technology construction,and constructing a supervision and evaluation system.In this way,the standardization system can be continuously improved and optimized,providing a reference for the improvement of property service management level,guarantee efficiency,and service quality of government agencies. |
