Research On The Implementation Of ISO9001 Quality Management System In Local Government

As the significant action of administrative system reform,service-oriented government was put in the sixth plenary session of the Sixteenth Central Committee.Service-oriented government is built actively by our government.Especially since the 18 th Part Congress,the local government has obtained certain result on improving service ideas,transforming administrative functions and creating a sunshine government.Ideas of “Streamlining administration and delegating”“People oriented”“Nail the nail at once”“No excuse for inaction,just to make things better”have been accepted by everyone.Public satisfaction of the government rises.With the deep development of administrative system reform,the offside and absence exists in the government management,and the problems of “ Difficult accessibility,unfriendly look,and difficult dealing ” and the people's expectations and needs form a sharp contrast.One of available approach to solve above problems is to improve the legal system,the other is to explore the mechanism and management-system.ISO9001 is the core and general international standard of the Quality Management System.The core ideal of ISO9001 Quality Management System is to emphasize“customer-oriented”.The operation of system follows the principle of PDCA cycle.Because of matched with the idea of service-oriented government,and operable within government,domestic and foreign government introduces the ISO9001 Quality Management System warmly.Introducing and implementing the ISO9001 Quality Management System can improve service ideas,increase administrative efficiency,clear rights and responsibilities,optimize working process improve the assessment mechanism.To establish scientific,normative and democratic operation mechanism,build a service-oriented government,transform government functions,ISO9001 Quality Management System will be scientific,standardization and high efficiency,accordingly governed by law.To take Shenbei New Area Government for example,conduct research issues on Application of ISO9001 Quality Management System about local government.To analyze the situation and problems in Shenbei New Area through questionnaire survey and interview.And taking this opportunity to study the necessity and feasibility of implementing ISO9001 Quality Management System by local government.To decompose the construction and application of ISO9001 Quality Management System introduced by local government,focused research on implementation effect of ISO9001 Quality Management System in Shenbei New Area,analyze experience and problems of its implementation effects through the application of PDCA cycle.Through learning form the advanced experience of British,France,Malaysia,Jiangmen of Guangdong Province,Dalian,HaidianDistrict of Beijing about introducing and implementing the ISO9001 Quality Management System by local government to enhance awareness of quality management,perfect quality management system,strength supervision,push for improvement of the quality management system,integrate ISO9001 Quality Management System and administrative service,make construction of service-oriented government and promotion of administrative service come true.
