Study On Collaborative Governance To Rural Living Environment In L Town,F County

The "Five-Year Action Plan for Rural Living Environment Improvement(2021-2025)" is issued by the General Office of the CPC Central Committee and the General Office of the State Council in 2021,It points out that improving the rural living environment is a major strategic decision made by the Party Central Committee with Comrade Xi Jinping at its core,and it is a key task in implementing the rural revitalization strategy.It is related to the fundamental well-being of the vast number of farmers,the health of rural residents,and the construction of a beautiful China.How to build "beautiful countryside" and achieve rural human settlement environment governance,laying a solid foundation for the rural revitalization in the new era,is a major issue and historical task facing diverse rural stakeholders and the entire society.Since the launch of the rural living environment improvement campaign,departments at all levels,including provinces,cities,counties,towns,and villages across the country,have concentrated their manpower,material resources,and financial resources to focus on key areas such as rural waste disposal,village appearance improvement,sewage treatment,rural toilet renovation,comprehensive management of livestock and poultry waste,water pollution prevention and control,village greening,and have achieved phased results through joint efforts.However,there are still some important issues that need reflection and resolution.F County is located in the transitional zone between the northern part of the Guanzhong Plain in Shaanxi Province and the northern Shaanxi Loess Plateau.L Town is the largest and most promising town in terms of population and economic development in F County.In recent years,L Town has attached great importance to improving the rural living environment and has achieved remarkable results.Based on 330 field interviews and questionnaires from 17 administrative villages in L town of F County,this paper analyzes the basic situation and existing problems of rural living environment governance in L town of F County.It is found that there are some prominent problems in the governance of rural living environment in L town of F County,such as the insufficient supply of multi-subject collaboration,lack of enthusiasm and initiative in the supply of multi-subject collaboration,and lack of trust among multi-subject in the collaboration.The main reasons for these issues are the unclear role positioning of multi-subject,conflicts of interest among multi-subject,and unequal status among multi-subject.Based on above,drawing on domestic and foreign experiences in rural living environment governance,this paper proposes measures such as establishing the concept of multi-subject collaborative governance,constructing incentive mechanisms for supply based on multi-subject collaboration,and establishing trust relationships among multi-subject.It aims to improve the institutional framework and structure,and establish a pattern of rural living environment governance characterized by jointly participation,jointly management,and jointly shared benefits.The collaborative governance model proposed in this paper for the rural living environment governance in L Town of F County can also provide reference for the governance of living environment in other rural areas,effectively improving the efficiency and quality of rural living environment governance.
